The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development of communities. Ministry of Agriculture, Irrigation and Livestock (MAIL) and Asian Development Bank (ADB) established Central Program Management Office (CPMO) which is a permanent office to provide operational (administration, finance, procurement, reporting, technical and, monitoring and evaluation) support to all existing and forthcoming projects of ADB within the MAIL. The Project Management Unit (PMU), under the CPMO is responsible for day to day implementation of the Project including (i) overall management and coordination of the relevant outputs; (ii) guiding and overseeing the work of the regional Provincial Implementation Units (PIUs); (iii) establishment and implementation of the project performance management system. The proposed project help strengthen Afghanistan’s horticulture value chain by (i) improving processing efficiency and marketing capacity of domestic agro-business enterprises (ABEs); (ii) modernizing crop production through better planting material, trellising, modern green houses, and on-farm facilities; and (iii) contributing to the national effort in establishing internationally recognized brands of Afghan horticulture produce. It will increase value addition for horticultural commodities produced in eleven (11) provinces in Central, South, and East Afghanistan. As such, the project contribute to increasing import substitution of fresh and processed fruit and vegetables, and expanding exports of high-value fruit, vegetables, and nuts in which the country has a comparative advantage. The project is aligned with the following impact: improved agricultural productivity and food security. The project will have the following outcome: production and value addition of horticulture products increased. The two outputs are (i) horticulture value-chain infrastructure and facilities improved; and (ii) national capacity for horticulture export expansion and import substitution developed.

Job Summary:

The Regional Manager will be overall responsible for the project implementation unit (PIU) established in the region and in general, of all the activities that will be implemented in regional provinces. The Regional Manager has to make sure that all the project activities are implemented in accordance to the approved project administration manual and in close coordination with all relevant stakeholders. The Regional Manager will work closely with the horticulture and agribusiness development managers and other relevant project units for administrative and operations purposes but, will directly work under the supervision of the PMU Manager. 

Duties & Responsibilities:

• Manage and supervise the administration of the regional office (PIU) and operations staff;

• In coordination with the agribusiness and horticulture development managers, plan, implement and monitor all project technical activities at the regional level in order to achieve project target and overall objectives;

• Collaborate with the Project Management Unit (PMU) and support the technical teams on the design, implementation and monitoring of sub-project activities in region; 

• Liaise with regional stakeholders including; respective DAILs, local agribusinesses, communities and farmers to ensure stakeholder consultations and tailored support for the project beneficiaries;

• Ensure adherence to program administrative procedures and guidelines, exercises quality control of service delivery, and provide program and operational support to regional horticulture and agribusiness development officers, M&E officer, finance officer and other staff based at region office;

• Assess continuously program progress, identify implementation issues, and improves program activities including; providing feedback to and sourcing support from the PMU;

• Maintain good cooperative relation with the national and provincial authorities, local government, respective DAILs and private sector — and supervise sub-projects activities implementation at the regional level;

• Closely coordinate the implementation of activities with technical, monitoring and evaluation, capacity building, engineering and all other relevant units of the project (or PMU);

• In coordination with the PMU, develop monthly and annual work plans for the implementation of approved sub-projects in that specific region—report and discuss common experiences and issues;

• Help the regional technical team with the development of sub-projects investment reports and contribute in effective implementation of the activities, in accordance to the approved sub-project agreements and plans;

• Evaluate project progress against project plan frequently and ensure the project objectives are met;  

• Prepare reports and presentations, and present project in relevant regional and provincial meetings both; at the government and private sector level; 

• Prepare weekly and monthly activities progress reports; and, 

• Any other task assigned by the PMU Manager.

Job Requirement:

• At least bachelor’s degree in agriculture economics with specialization in horticulture development, or any other relevant fields from a recognized university; 

• Minimum of 5-year experience in business administration, project management, agriculture development, and in any other relevant area with national and international developmental organizations;

• Ability to manage, supervise and guide both; technical and operations teams of the project in the region; 

• Understanding of and experience with the arrangements and organization of events and workshops;  

• Ability to solve issues at its earliest; 

• Demonstrated report writing abilities;

• Able to work under pressure and as team member and to work for long hours as and whenever required;  

• Strong oral and written communication skills and demonstrated ability to efficiently use MS Office computer packages;  

• Fluent in English and as well as in Pashto/Dari (both; speaking and writing).
