Job Summary

The Environment Officer should be well versed with all relevant polices, handbooks, and guidelines of GoA and World Bank. The Environmental officer will carry out following tasks:

Duties & Responsibilities

a. Support the PMO to evaluate and contract a qualified international consultant to prepare ESIA;
b. Facilitate and supervise preparation of the ESIA by the consultant. Assist DABS to review and provide inputs to the consultant’s reports;
c. Facilitate the ESIA consultant to plan and implement consultation meetings with affected communities and other stakeholders. For the consultations, coordinate with other relevant units within DABS and government as needed;
d. Assist DABS in obtaining approvals to the ESIA and EMP from WB and relevant government authorities and ensure that the ESIA is disclosed as required by the WB safeguards policies;
e. During the project construction phase, assist the PMO to plan and carry out supervision and monitoring of implementation of the EMP by the contractors; Ensure that the contractors prepare construction environment management reports; Collect and analyze of environment data;
f. Prepare quarterly environment and social performance monitoring report for the project, which record activities and outcomes from implementation of the EMP in the preconstruction and construction phases, including incidents, monitoring data, photos, contractors monitoring records etc;
g. Assist design and implementation of functional grievance redress mechanism (GRM) for CASA-1000 project.

Job Requirements

a. A Bachelor’s degree in environment engineering or relevant disciplines.
b. At least 7 years of professional experience including 5 years relevant work experience in carrying out environment safeguards activities including preparation and implementation of environment impact assessment for infrastructure projects.
c. Experience with donor funded projects will be an added advantage.
d. Excellent English language skills are required.
