د افغانستان برشنا شرکت یک شرکت خود کفا و مستقل است که طبق قانون شرکت های سهامی و محدود المسولیت جمهوری اسلامی افغانستان ایجاد گردیده است. د افغانستان برشنا شرکت با تمام اسهام سرمایه خود یک شرکت محدود المسئولیت بوده که به دولت افغانستان تعلق دارد. شرکت مذکور به تاریخ 15 ثور 1387 مطابق 4 می 2008 به د افغانستان برشنا شرکت تغییر شخصیت نمود و بحیث یک شرکت ملی برق جایگزین د افغانستان برشنا موسسه گردید. د افغانستان برشنا شرکت تولید، تورید، انتقال و توزیع برق را بگونه تجارتی در سراسر افغانستان تنظیم و اداره می نماید.
The incumbent is responsible for supporting contract administration and management activities within CASA-1000, with an emphasis on undertaking ongoing contract management after the contract establishment phase. There is also some requirements for tender preparation, evaluation and contract establishment ensuring sound project management processes are developed and implemented. Specific duties will include:
Duties & Responsibilities:
a. Conduct efficient and collaborative procurements which are corporately compliant (advice, tendering, evaluation award & contract management) and which result in a high value adding commercial outcome.
b. Identify, negotiate and implement contract & framework agreements which result in efficiencies in line with financial and forecasting requirements.
c. Work closely with the Owner’s Engineer and the EA, in reviewing and finalizing procurement related documentation and procurement strategy;
d. Prepare procurement plans, manage contract and provide necessary input in case of change in procurement approach
e. Maintain accurate auditable records of all procurement process which result in high process compliance.
f. Process purchase requisitions / orders within purchasing authority
g. Invite, assess, and award/recommend supplier tenders, bids, quotations, and proposals
h. Establish and negotiate contract terms and conditions, and maintain supplier relationships
i. Prepare and maintain purchasing records, reports and price lists
j. Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
k. Assist in the development of specifications for equipment, materials, and services to be purchased
l. Administer contract performance, including delivery, receipt, warranty, damages and insurance
m. Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices
n. Develop and maintain constructive and cooperative working relationships with colleagues and management
a. A Bachelor’s degree in Business Administration, Operation Management, Economics or equivalent.
b. At least seven (7) years relevant continuous work experience in procurement and administrative functions.
c. Experience with donor funded projects will be an added advantage.
d. Demonstrated experience in contract management and preparation of procurement plans
e. The incumbent requires specific skills, knowledge and experience in procurement and contract management and must demonstrate an understanding of procurement and financial policy frameworks.
f. High level of IT skills, particularly in Microsoft applications
g. Excellent verbal and written English and Pashto/ Dari language skills are required.
h. Strong level of motivation and proactivity who can work with minimal supervision.
i. Ability to multi task, and deliver under pressure.
