The Social Officer should be well versed with all relevant polices, handbooks, and guidelines of World Bank.
The Social Officer will carry out following tasks:
For preparation and implementation of ESIA:
a. The Officer will work closely with the Environmental Officer to assist the PMO to select the ESIA consultant;
b. Assist DABS to review and provide inputs to the ESIA consultant’s reports in social aspects;
c. Facilitate the ESIA consultant to plan and implement consultation meetings with affected communities and other stakeholders;
d. During the project construction phase, assist the PMO to carry out monitoring of implementation of the site-specific ESMP(s) in social issues by the contractors;
e. Provide social related inputs to the quarterly environment and social performance monitoring report for the project, which record activities and outcomes from implementation of the site-specific ESMP(s) in the preconstruction and construction phases, including incidents, monitoring data, photos, contractors monitoring records etc;
For preparation and implementation of RAP(s)
f. Support the PMO to select a consultant to prepare RAP(s) for the project.
g. Facilitate and supervise preparation of the RAP(s) by the consultant. and
h. Assist DABS to review and provide inputs to the consultant’s reports;
i. Facilitate the RAP consultant to plan and implement consultation with affected communities and other stakeholders. For the consultations, coordinate with other relevant units within DABS and local governments as needed;
j. Assist DABS in obtaining approvals to the RAP(s) from WB and ensure that the RAP(s) is disclosed as required by the WB safeguards policies;
k. Assist the PMO to implement the RAP(s); Coordinate with local governments and other relevant units of DABS for the RAP implementation; Assist DABS to liaise with Afghanistan Independent Land Authority (AILA) or Arazi for cadastral survey and land clearance along the proposed route.
l. Prepare quarterly monitoring report for the RAP implementation,
m. Assist design and implementation of functional grievance redress mechanism (GRM) for CASA-1000 project.
a. A Bachelor’s degree in Sociology, Anthropology or similar discipline.
b. At least 7 years of professional experience and 5 years relevant work experience in carrying out social safeguards activities including preparation and implementation of resettlement action plans of infrastructure projects.
c. Experience with donor funded projects will be an added advantage.
