About Ministry of Education (MoE):
The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
Education Management Information System (EMIS) as an integrated information system encompassing student, teacher, infrastructure, curriculum development and distribution, administrative data, and other education related data management components based on national and international standards to automate Ministry of Education day to day operation in the long run. And grant provision of timely and accurate information for sectoral and cross sectoral analysis, planning and decision making purposes as an immediate objective. Furthermore EMIS will function as the main data bank of the Education Ministry. It involves analysis, design, development and implementation of information systems distributed by location using data standards to ensure data sharing and integration. MoE has conducted a survey of all educational facilities that forms the baseline for education data and has developed a database to hold the survey data, which is the first building block for the development of the EMIS. The EMIS needs to be further developed and enhanced in order to fulfill the intermediate and long term data needs of the ministry.
Ministry of education needs competent and qualified staff to develop additional EMIS components and enhance current EMIS modules.
Duties & Responsibilities:
Database Developer will be responsible for;
Programming of software modules for different MoE systems
Design , develop and implement relational databases using Access and MS- SQL
Optimize database systems for performance efficiency
Develop website user interface (forms) to modify and update the data in the data bases
Evaluate existing database and recommend improvements for performance efficiency.
Develop security procedures to protect databases from unauthorized usage.
Troubleshoot database related issues in a timely fashion.
Perform data back-up and archival on regular basis.
Ensure data quality and integrity in databases
Create complex functions, scripts, stored procedures and triggers to support application development.
Perform space management and capacity planning for database systems.
Assist in development of MoE website
Assist the data analyst in data cleaning and production of regular and ad-hoc statistical reports
Assist the system analyst in liaising with MoE departments to analyze the existing systems and assist in software design
Maintain existing EMIS components in collaboration with team members
Assist in collection and integration of external data
Assist in software documentation and preparation of user manuals.
Bachelors Degree in Computer Science/information technology
At least Four years of practical experience in computer application development database development and programming.
Practical knowledge of database design and database development
Working knowledge of RDBMS, SQL Server and MS ACCESS.
Maintains confidentiality of data and respects data dissemination policies
