Job Summary

We are currently seeking qualified candidates for the position of Regional Associate Director for West (Herat, Badghis, Nimroz, Farah, Faryab), South (Helmand, Kandahar, Zabul, Paktika), East (Kunar, Khost, Nuristan, Nangarhar, Uruzgan), North-Central (Balkh, Baghlan, Kapisa, Panjshir, Parwan), North (Jawzjan, Saripul, Samangan, Kunduz, Takhar, Badakhshan), Central Highlands (Bamyan, Daykundi, Ghazni, Ghor), and Central (Kabul, Logar, Paktia, Wardak) for an anticipated multiyear USAID National Health Technical Assistance Program (NHTAP) in Afghanistan. The activity aims to improve health outcomes through improved utilization of high-impact, sustainable, accessible, and quality health and nutrition services across Afghanistan. The program will enhance the Afghan Ministry of Public Health’s capacity to support the health systems and policies required to provide high-quality services across Afghanistan and ultimately improve health outcomes among Afghans nationally.

Job summary / Responsibilities:

The Regional Associate Director for the stated regions will be an FHI 360 employee working and placed at the NHTAP office in Kabul. Under the guidance of the Technical and Operations Directors, the Regional Associate Director will lead and manage all project technical assistance activities across EPHS and BPHS partners in the region, coordinate with relevant Government entities, monitor consortium partner implementation quality and achievement, and provide focused technical assistance as needed to EPHS, BPHS and consortium partner teams. 

Duties & Responsibilities

i.           Accountabilities/Responsibilities

·      Coordinating and tracking implementing partner progress against designated activities, in close coordination with the Technical Director.

·      Supporting the NHTAP project to develop and integrate technical assistance activities into the implementing partner work plan, based on data-driven need in all phases of the project.

·      Assisting implementing and Provincial Health Department partners to develop and advance a systems framework to support provision of high-quality health services.

·      Monitoring implementing partner technical activity execution and providing or coordinating appropriate technical assistance for areas identified for strengthening.

·      Monitoring implementing partner operations execution and providing or coordinating appropriate technical assistance for areas identified for strengthening.

·      Monitoring implementing partner invoicing and financial practices.

·      Managing and supervising regional NHTAP support team members for technical and operational outputs.

·      Participating in health care improvement policy and strategy discussions and planning with provincial health departments and BPHS/EPHS partners through collaboration and participation in technical networks.

·      Collaborating with other regional technical specialists and stakeholders beyond the project to ensure coordination of training and mentorship materials and strategies and avoid gaps and overlaps.

·      Ensuring harmonization with provincial government and BPHS partners for project activities and tracking assignment completion and hand-over of responsibility as capacity is built.

·      Carrying out other technical (i.e. field operational plan and oversight for training activity implementation, modification of action planning, etc.) program or senior managerial tasks as assigned by the Technical Director.

·      Willing to travel across all provinces with specified region and periodically to Kabul.

Job Requirements

·      Master’s or doctoral degree in public health or a related field; a medical doctor is preferred.

·      8 - 10 years of experience in relevant field.

·      A minimum of 5 years’ experience in a supervisory or management position.

·      Experience in managing health projects that include clinical and community components is required; experience in maternal and child health programming strongly preferred.

·      Experience in providing technical assistance to project/government staff working on primary health care projects desired.

·      Demonstrated proficiency with using Microsoft Office Suite required.

·      Able to analyze and identify gaps for remediation in operations and financial reports.

·      Able to problem solve and develop and implement corrective action as needed.

·      Familiarity with application of program evidence to providing guided technical assistance and mentorship.

·      Excellent oral and written communication skills in English, Dari, and/or Pashto.

·      Qualified female candidates particularly encouraged to apply.

·      Ability to work effectively, both independently and in a team unit.
