Job Summary

Chemonics International is a Washington DC-based firm Chemonics International is a Washington DC-based firm seeking Regional Customs Senior Advisor candidates for the USAID-funded Trade and Accession Facilitation for Afghanistan (TAFA) project. The purpose of the project is to improve the trade environment for Afghanistan, thereby fostering increased investment, exports, and market-based employment opportunities. The project will help the Government of the Islamic Republic of Afghanistan (GIRoA) and the private sector to pursue and realize the advantages of greater regional and global trade linkages and economic integration through three components: 1) trade policy liberalization; 2) trade facilitation; 3) public outreach on trade related issues.

Duties & Responsibilities

•To provide administrative and technical support to the Customs Component.
•To provide technical support to ACD and aid TAFA in delivering on its’ work plan.
•Facilitate communications between expat advisors and Afghan nationals by clear interpretation of conversation and the preliminary translation of documents. (TAFA will have access to a professional translation service).
•Creatively identify ways to facilitate the reform and modernization of the Afghan Customs Department.
•Monitor Customs activities as directed by the Customs Component and report accordingly.

Job Requirements

• University degree in a subject related to: Customs; Transportation; Trade; Law or Management.
• Fluent in English both oral and written.
• Fluent in Dari and Pashtu both oral and written.
• Previous experience of working with the Afghan Customs Department or trade/ transport related agency/ ministry.
• Previous experience in training delivery an asset.
• Understanding of Customs and international trade issues.
• Familiarity with ASYCUDA++ will be considered an asset.
• Previous experience of working with expats/ international projects preferred.
• Willing to travel to regions (subject to security considerations) or abroad for short periods.
• Demonstrated ability to work without direct supervision, use initiative and solve problems.
• Valid driving license an asset.
