Job Summary

PURPOSE:
Under the direction of the Sr. Finance Manager, the Finance Manager will provide overall management of program financial activities in the main and regional office and coordinate and provide direction to field office finance personnel.

Duties & Responsibilities

Ensure overall financial management for the main and regional offices.
•Manage and maintain accounting and finance records for all operations, grants and project activities in the main and regional offices.
•Account for and pay all field office invoices.
•Prepare and maintain pipeline budgets as required.
•Track monthly “burn rates” and compile monthly financial reports.
•Track the transfer of funds between the headquarters office and the field.
•Prepare and submit all required monthly reports to the Kabul office.
•Reconcile Bank Accounts.
•Ensure accuracy of financial information in TAMIS and that OTI Database is timely and accurately updated.
•Train field and district team personnel on budget and cash accountability functions.

CASH MANAGEMENT
•Prepare weekly cash requests to submit to Kabul office.
•Responsible for the processing all cash transactions and wire transfer payments for operational expenses and program activities.
•Records all financial transactions in TAMIS.
•Responsible for ensuring security of all project funds in the field office.
•Ensures project vendors are paid on time.

PROCUREMENT AND ADMINISTRATION RESPONSIBILITIES
•Assists Procurement Specialists in maintaining vendor contact information.
•Examines procurement vouchers for accuracy.
•Maintains appropriate documentation for all purchased assets.

PAYROLL
•Ensures that salaries are disbursed to all employees on schedule.
•Sends original timesheets for DAI local employees with the field report.
•Files all salary information according to DAI personnel policies and procedures.
•Keeps all salary related information strictly confidential.
•Ensures accuracy of HR system for tracking and maintaining all employees’ leave balances.

TRAVEL
•Prepares travel advances for all employees based on travel advance policy. Calculates and distributes all travel advances.
•Within three days of return of a traveler from a business trip, audits the travel voucher according to travel voucher policy.

Job Requirements

University degree in appropriate field.

WORK EXPERIENCE
•Three years experience as a finance manager for a large portfolio assistance program. Previous experience with USAID programs highly sought.
•Three years experience of working in a complex and challenging field operation in unstable developing countries to include work in either humanitarian, transitional, or general development programmatic areas; supervising and training local personnel; systems and office administration; direct programming and/or operational management of sub-grants; budgeting; financial management (tracking, reporting and accounting); and procurement with preferably at least one year in a supervisory capacity
•In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions.

LANGUAGES
•English language fluency required.
SUPERVISORY RESPONSIBILITIES:
•Supervises the Finance Officer, Accountants and Field Cashiers in either the Kabul or Jalalabad office locations.
BASE OF OPERATIONS:
•Eastern Region, Kabul and Jalalabad, Afghanistan reporting to the Sr. Finance Manager
