The Monitoring and Evaluation Officer will work under the day to day supervision of M&E Manager and under the overall responsibility of Project Management Officer .He /she will work in close cooperation with the international and national staff of the Program. The M&E Officer is mainly responsible and accountable to monitor the trainees’ selection, delivery of training according to the curriculum, conducting tracer studies, assisting implementation of entrepreneurship grant and verifying the submitted training provider progress reports. Additionally, works to collect and consolidate information provided by the regions for overall reporting purposes.
Duties & Responsibilities:
M&E Officer will also be working as M&E Officer in NATEJA project under the supervision of M&E Manager. The duration of this assignment will be 12 months and will involve the following activities:
a. Closely working with Inspection Agency to be hired under this project for monitoring from training provision and conducting tracer study.
b. Assisting implementation of Entrepreuneship grant in the respective province.
c. Checking the quality of the training provided by the NSDP/NATEJA Implementing Partners by visiting the training centers and apprenticeship to gather data.
d. Keeping appropriate record of the data collected from the different visits and considers them as confidential.
e. Monitoring that the progress of works in undertaken in a timely manner and that progress is against work plans.
f. Supporting the NSDP/NATEJA in the preparation of M&E work plans, studies and progress report.
g. Conducting Tracer and retrace Study.
h. Assisting the NSDP/NATEJA with documenting guidelines and procedures relevant to the M&E system.
i. Advise and if necessary train IP’s M&E staff on appropriate, formative M&E procedures to be adopted for sub- partners.
j. Ensuring that IPs maintains regularly updated graduate tracer information.
k. Overall monitoring from the progress of NSDP/NATEJA training delivery by training providers
l. Reviewing and providing feed-backs about the technical parts of the submitted reports by training providers to NSDP/NATEJA.
m. Contributing to the capacity building of M&E staff of the NSDP/NATEJA and training providers
n. Helping in the assessment of the submitted expression of interest and proposal for funding by NSDP/NATEJA
o. Ensuring that the learnt lessons during the previous round of NSDP funded training are incorporated in to the new cycle of NSDP/NATEJA training provision.
p. Managing and conducting the sample tracer study and producing the report
q. Perform other job related tasks assigned time to time by respective supervisors.
Job Location:Afghanistan, Bamian
r. University degree in research, business administration, economics or other related field.
s. At least 4 years relevant experience in the field of project implementation, Monitoring and evaluation, surveying and data analysis of economic and social development data for rural economic and development studies.
t. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
