The Regional Project Manager (RPM) will oversee the implementation of Water and Sanitation Infrastructure contracting, construction, and maintenance in their assigned region. This will be achieved through the direct performance of tasks or supervision of designated staff who are assigned tasks including, but not limited to, the following:
Duties & Responsibilities:
1.Ensure the performance of SWSS staff and contractors responsible for constructing water supply, sanitation, and hygiene (WASH) infrastructure in the assigned region;
2.Coordinate closely with SWSS contracting team through the Director, Water and Sanitation Infrastructure (D-WSI) to support rapid construction of WASH infrastructure that is compliant with all aspects of contracted works;
3.Ensure that construction projects identified and vetted by communities and government actors are implemented in accordance with high quality standards in a timely manner;
4.Provide timely information as directed by the D-WSI for submission to the SWSS monitoring and evaluation (M and E) staff;
5.Oversee the daily activities of Regional Construction Supervisors (RCS) and a Regional Assistant Administrator. RCSâ€™ have a more direct role in ensuring that SWSS infrastructure projects are well sited, constructed, on schedule, within budgets and to quality standards;
6.Resolve issues related to contracted construction;
7.Support hiring and training the RCSâ€™;
8.Evaluate and mentor the RCSâ€™ work with project beneficiaries, implementing partners, local authorities, and construction contractors;
9.Interact regularly with Provincial and District representatives of relevant line ministries, including at a minimum, the Ministry of Womenâ€™s Affairs, the Ministry of Public Health, and the Ministry of Rural Rehabilitation and Development.
10.Review construction contractorâ€™s submittals for compliance with subcontract requirements;
11.Review and recommend subcontractor payment requests;
12.Maintain organized files (electronic and hard copy) containing all pertinent documentation on all infrastructure projects;
13.Report to the Deputy Director of Water and Sanitation infrastructure (DD-WSI) on project progress in time for inclusion in project monthly, quarterly and annual reports; and
14.Provide project information as requested to ensure information is broadly available and shared within the project, partners, collaborators, USAID and ARD Home Office.
EDUCATION: Advanced University degree in civil engineering or similar field.
WORK EXPERIENCE: Minimum of 7 years progressive experience in an equivalent position. Experience working in a similar position for an INGO or an international organization is preferred. Must have willingness to travel to ARD Afghanistan field offices on ARD business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
Work experienced of USAID funded project is a clear plus.
SKILLS: Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
LANGUAGES: Fluent knowledge of speaking and written English, Dari and Pashto.
GENERAL: Excellent analytical and organizational skills;
Willing to regularly conduct site visits to the project sites;
Strong diplomatic and interpersonal skills are desired;
Knowledge of USAID procedures is desired.
