PROGRAM DESCRIPTION The USAID Office of Transition Initiative (OTI) funded Community Cohesion Initiative (CCI) is one of three principal stabilization programs in the USAID/Afghanistan Stabilization Unit. Through CCI, USAID OTI seeks to improve stability in areas vulnerable to insurgent exploitation in order to create an enabling environment for sustainable peace and traditional development programs by (1) strengthening ties between and among local actors, customary governance structures, and the Government of the Islamic Republic of Afghanistan (GIRoA) and (2) empowering community-based resiliencies to mitigate sources of instability.

Job Summary:

CREATIVE ASGP seeks an Afghan national to fill the role of Regional Program Manager. Reporting to the DCOP-P, the RPM is responsible for implementation and evaluation of ASGP program in the region. She/he represents CREATIVE ASGP to the Provincial Government, USG officials, the CSO and international sectors, and participant communities in the region. The RPM also supervises the program and operations staff in the regional office and is responsible for the day-to-day administration of the Regional Office and safeguarding the program affixed and operational assets

Duties & Responsibilities:

• Contributing to the strategic program planning process and overseeing the development and implementation of regional program goals
• Represent ASGP to local government, USG officials, CSO and international communities in region
• Support and oversee Capacity Development Facilitators and other program staff in the implementation of the ASGP program
• Oversee day-to-day operations of Regional Office (RO) staff and safeguard property and assets
• Develop and provide regular program reports and ensure timely submission of grants and program evaluation data

Job Requirement:

• Previous experience working with international organizations and/or projects
• Progressive increase in responsibility within a program environment
• Understanding of the issues that impact women and girls in Afghanistan
• Experience in designing and delivering program activities that respond to the needs of women and girls
• Knowledge and understanding of the CSO sector and local government agencies and officials in the region officials
• Experience leading a team and developing a budget
• Previous experience in gender integration, institutional capacity development and sub-grants management preferred
• Excellent verbal and written English, Dari and Pashtu
• Computer (Word processing and Spreadsheet) skills
• University degree in relevant field
