The DAI-ASMED Regional Manager will participate in the initial, and all subsequent, work plan designs, coordinating input from program staff; national, provincial, and district Afghan government counterparts; village leaders; the private sector; USAID; and other donors to create plans that will meet the overall program goals and achieve the needed buy-in of all the stakeholders for the Kandahar Regional office. The Regional Manager will supervise and coordinate the programâ€™s technical team in the implementation of this plan. The Regional Manager will meet with the technical team leaders to discuss achievements, plans, and options for meeting project challenges that arise during implementation. These regular meetings will allow good coordination of the activities of the technical teams with the support team.
The Regional Manager will have ultimate responsibility for achieving program results and reporting to USAID on activities in their region. The demand for ASMED programming from the Regions has increased dramatically over the past two years. Governors, PRTs, and USAID have requested ASMED programming in the Regions. The Regional Manager will be responsible for program origination and management for the region.
Duties & Responsibilities:
The Regional Manager will be the primary contact between the ASMED Regional office, USAIDâ€™s CTO, and stakeholders. Specific duties include, among others:
â€¢ Provide overall vision and macro-strategy for ASMEDâ€™s Regional activities, ensuring cohesive integration of all objectives and activities into a seamless program that will demonstrably expand Afghanistanâ€™s private sector economy;
â€¢ Ensure adherence to the guiding principles of ASMED;
â€¢ Contribute to future annual ASMED work plans, quarterly reviews, and updates with the ASMED Team, including technical programs with the technical managers in collaboration with USAID; and
â€¢ Coordinate with other USAID programs and other ASMED regional initiatives to maximize aggregate impact of the program.
â€¢ Ensure timely completion and quality of all ASMED contract deliverables and oversee reporting requirements with particular emphasis on ASMED indicators and targets, as well as monitoring and evaluation and reporting of results; and
â€¢ Be responsible for final delivery of all ASMED results to USAID.
Technical Assistance Program Management:
â€¢ Responsible for providing leadership and guidance to ASMED regional technical team, Key Terrain District Teams (KTD Teams) and office support team, including all administrative and financial matters pertaining to field operations and project budget;
â€¢ Contribute to overall technical strategy for ASMED, integrating the projectâ€™s technical components and ensuring that all work plan benchmarks are met.
â€¢ Supervise the Logistics Officer, the Procurement Officer, the Facilities Officer and the Administration Officer.
â€¢ Establish and maintain relationships and accounts with vendors.
â€¢ Organizes, manages and processes all official DAI correspondence and other project documents, including incoming, outgoing and interoffice mail and faxes related to logistics, and administrative management.
â€¢ Carries out other duties that are consistent with overall focus of the assignment as assigned by the Chief of Party, or his/her designee.
â€¢ University Degree or equivalent work experience in business, economics, or finance
â€¢ Minimum 5 years of work experience, preferably with 2-5 years private sector enterprise experience
â€¢ Demonstrated ability to manage programs, staff, and budgets
â€¢ Experience in any of the following sectors: BDS, Business Financing, Value Chain Improvement
â€¢ Computer proficiency and excellent report writing skills.
â€¢ Good teamwork skills including excellent interpersonal and communication skills.
â€¢ Perfect fluency in written and spoken English (Dari/Persian additional asset)
