The National Rural Access Program (NRAP) is one of the most important National Priority Programs (NPP) of the Islamic Republic of Afghanistan. The primary focus of the program is the rehabilitation, (re-) construction and maintenance of the rural roads network in all 34 provinces of the country and it is funded by different donors, including the WB, ARTF, EC, DFID, JSDF , USAID and etc. The program has subsequent projects such NERAP, Shindand and etc. The clients representative in the program has been nominated in legal document of project e.g. MSA and TA namely Program Implementation Unit (PIU). The program is committed not only to improve rural access in remote areas but also capacity building of national staffs in order to provide Ministry of Public Works with skilled and trained staff for future operation in which PIU and UNOPS consultants play the foremost role.

Job Summary:

The Road Design Engineer works under the guidance of the Regional Manager with technical guidance from the Head of Technical Unit. The Road Design Engineer will assist with all designs and technical documentation produced in the region which will be checked and reviewed by the Road Design Unit in Kabul. The Road design engineers will specifically design and review drawings, specifications and work methodologies according to AASHTO and MPW Design standards. Additionally, the Road Design Engineer should provide capacity building and mentoring to NRAP/MPW regional engineering teams. The Road Design Engineer has to report to Head of Technical Section in Kabul:

Duties & Responsibilities:

Assist the Technical Unit with the output of Road Designs.

Design of rigid and flexible pavements by AASHTO method

Review technical specifications to ensure adherence to AASHTO and MoPW standards

Ensuring that all designs are completed to the highest standards, based on initial survey data provided to the Road Design Unit by the Surveyors, Regional Engineers, and environmental and social inclusion (ESMF) Officer.

Assist with the preparation of BoQs and technical documentation in accordance with World Bank standards.

Provide advice and coordination of the construction of the roads in conjunction with the relevant region, Contract Management Section and the Contractor.

Assist the Contract Management Section and QA/QC and Regional Engineers with monitoring the work of the contractor.

Assist the Senior Road design engineer with reviewing the existing practice of local contractors and conventional methodology of road construction; make recommendations that will increase safety (taking budget constraints into account) in the construction of roads undertaken by NRAP/MPW.

Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications.

Coordinate with the Relevant Regional Team, Contract Management Section and the Procurement Management Section on all contractual matters in the completion of the respective Contracts.

Coordinate on design changes that are processed by the Contract management Section.

Building the capacity of NRAP/MPW Counterpart Engineers in road design and construction techniques including good practices and troubleshooting methods.

Provide technical advice and assistance to contractors to ensure that economical and quality materials are purchased.

Assist with the provision of social-economic analysis of the respective road designs. This entails using Cost Benefit Analysis (CBA) modelling processes, such as cost per person that the road will benefit.

Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results.

Field verification of his own designs and designs sent from Kabul

Report to Technical Section on any defects found during verifications

Assist the surveyor in selection bridge location, suitable and economical road alignment

Check and verify the quantity claim issues at the site in coordination with technical unit, regional manager and contract management unit.

Check and verify the as built drawings in the field and report to technical section in Kabul

Must be flexible to travel to other provinces and regions of Afghanistan if required

Perform any other duty in line with these ToR’s as directed by the Head of Technical Section and Regional Manager.

Monitoring and Progress Controls

- Weekly reporting on the progress and completion of works according to project requirements to head of technical unit in Kabul.
- Regular submission and updating of all designs, and technical documentation to technical section.
- MPW Civil Servant counterparts demonstrate an increase in technical expertise and skill.
- Field visits of the ongoing NRAP projects and subprojects

Final Product of staff

Roads are constructed in adherence to AASHTO and/or MPW standards and use of materials according to technical specifications in BoQ.

Key Performance Indicator

- Must able to deliver at least 10km/month road design with complete documentation
- Must able to review 50Km/month outsource survey and design
- Must able to do at least 10km/month the road related drafting of the road design drawings

Job Requirement:

BSc Civil Engineering or BSc Transportation Engineering
- Over all 6 year experience in a large scale road construction and design organization s).

- At least 3 year experience in road geometric and pavement design
- Previous experience working in a UN project will be an advantage
- Previous experience in mentoring and training counterparts is considered an asset
- Strong written and spoken skills in English
- Interview Language is (Dari - Pashto & English)
- Highly proficient in design software such as AutoCAD, AutoCAD Civil 3D, Bentley MX Road and other structural design software.
- Must able to design the rigid and flexible pavements by AASHTO method
- Proven knowledge of road construction.
- Working knowledge of MS Office packages (MS Project especially), with advanced Excel skills
- Excellent English skills, both written and verbal. Fluent in Pashtu and, Dari both written and verbal.
- Demonstrated ability to training and build capacity of counterparts.
- Proven organisational, negotiation and problem solving skills.
- Be able and willing to travel to all provinces within Afghanistan, including insecure and volatile areas.
- Is able to demonstrate attention to detail and patience.
- Ability to overcome challenges and work in difficult work environments/conditions.
- Must able to deliver at least 10km/month road design with complete documentation
- Must able to review 50Km/month outsource survey and design
- Must able to prepare the bill of quantities of road and bridge projects
- Strong AutoCAD knowledge for drafting of road design output
- Preparation of Bill of Quantities according the NRAP MOPW technical Specifications
