Job Summary

The DCDA is now looking for a Research and Development Specialist to develop the Dehsabz (New Kabul City) project.

Reporting Line:

The Research and Development Specialist will report directly to the Planning and Design Manager of DCDA and through him/her to the Managing Director of Dehsabz.


Duties & Responsibilities

Specific and key accountabilities and responsibilities are outlined as under:

The specialist will perform and accomplish the stated duties to the highest quality and standards, including the following:
• Establish and lead the research and data collection process.
• Manage record and file all research and knowledge data.
• Gather necessary maps, weather information, relevant city development projects around the world and any other data and information related to the urban development.
• Organize the data to support the Planning and Design team.
• Further develop data analysis and provide support to the engineering and economic development teams.
• Develop knowledge hub that will organize the collected data and make it available through an online library.
• Make recommendations and offer analysis and advice on establishing a sound framework for collecting, dissemination and use of the research data.
• Perform any other duties as required by the Manager of Planning and Design and Managing Director of Dehsabz and through them to the CEO of DCDA.
• Establish and lead the research and data collection process;
• Manage all research and knowledge data including the Building Codes and Urban Development Guidelines related activities;
• Collect related research and analysis from different relevant agencies and sources within Afghanistan that will be needed and used for developing the New City, and to fill-in the gaps using codes from other countries;
• Gather necessary maps, weathering information, relevant city development projects around the world and any other data and information related to the urban development.
• Organize the data and further develop analytical papers to support the Planning and Design team.
• Further develop data analysis and provide scientific support to the engineering and economic development teams.
• Develop knowledge hub that will organize the collected data and make it available through an online library.
• Provide overall review and analysis for utilization of building codes in the implementation of the phases of projects and contractual agreements.
• Make recommendations and offer analysis and advice on establishing a sound framework for collecting, dissemination and use of the research data. ;
• Be able to contribute on procedures and processes regarding building permits national and international construction standards, local laws and regulations regarding disabilities guidelines for buildings and facilities;
• Knowledge of what other agencies must apply building regulations and requirements for new construction and facilities. Prepare and deliver regular monthly progress report to the Manager of Planning and managing Director of Dehsabz;
• The incumbent be able to also consider related factors such as environmental, social and community considerations into the design and operation of buildings;
• Perform any other duties as required by the Manager of Planning and Design and Managing Director of Dehsabz and through them to the CEO of DCDA.

Job Requirements

• At least Bachelors degree in natural science or engineering such as geology, agriculture, environment, civil engineering etc. or equivalent;
• Must have a certain level of knowledge and insight in social issues such as migration of people including involuntary resettlement, local economy; land use, social institutions; social services, vulnerable social groups, gender; children’s rights; cultural heritage and others;
• At least 5 years of working experience in the environmental, research and testing sector;
• Must understand the significance of qualitative and quantitative research and data analysis.
• Must understand the significance of stakeholders’ participation in the research process
• Good knowledge of Ms office ;
• Good knowledge of qualitative and quantitative surveys and assessments.
• Proven abilities to produce technical reports and guidelines;

Other experience:

Minimum 5 years of experience is preferred in the relevant field in addition to the following:

• Demonstrated experience in the development of business plans and the operational strategies for commercial opportunities.
• Demonstrated leadership in the management and development of the organization and staff under his/her supervision.
• Proven experience in the design and production of management and teams for the achievement of organizational goals.
• Ability to manage data and develop adequate assessments
