About Afghanistan Rural Enterprise Development Programme:
The Research Services Unit is a critical unit to AREDPâ€™s success. The Research Services Unit will serve as a source of information on value chains, eventually house several experts in key enterprise sectors, and manage national enterprise surveys. The Research Services Unit will act as a clearing house and contracting agency for technical experts that are requested from AREDP clients around the country, and will supply advisory services on marketing strategy, engineering, standards, export preparedness, and any other technical expertise that a common interest group, producer association, or SME needs to succeed.
The Manager of the Research Services Unit (RSU) will formulate and supervise the units, and the experts needed to staff them. The two units are in the same office in order to take advantage of synergies between researchers and the need for technical services that they may be able to address directly. In the PPF phase, the research unit will compile a library of all value chain studies done by various donor and government organizations, generic investment plans for SMEs, and manage the ongoing AREDP SME survey. The technical services unit will research and compile a list of technical services providers in Afghanistan and overseas, and will also develop service delivery methods to AREDP clients in the provinces. For both units, accumulating studies and data will be ongoing, but will shift from knowledge accumulation in the PPF stage to being responsive to requests for assistance by either the research unit for provincial or regional studies, or technical services unit for enterprise based assistance.
Duties & Responsibilities:
ï‚· Plan, establish and manage the Research Services Unit;
ï‚· Identify and develop work-plan and goals for establishing research and consultant/service
ï‚· Develop staffing plan for office based on data management needs, as well as needed resident technical and research capabilities;
ï‚· Develop/establish service delivery mechanism to clients in the provinces, including request mechanism from provincial AREDP staff, contracting arrangements for consultants/service providers, and establish assistance to be provided by provincial AREDP staff;
ï‚· Promote services of RSU through introductory seminars to all incoming AREDP staff, making presentations to other GOA ministries and donors, and contributing success stories to the communications department on the positive impact of RSU services to clients;
ï‚· Ensure that data collection and dissemination systems are adequate to handle large number of research reports, and an extensive consultant database; develop policies and procedures for use of database information;
ï‚· Design and Develop operating procedures for technical services provision with other units within AREDP, including finance, procurement, M and E, SME unit and operations;
ï‚· Establish tracking system to monitor the services provided, and financial benefit to the clients from RSU services;
ï‚· Plan for eventual privatization of RSU Unit after two years;
ï‚· Periodically monitor service delivery in provinces to adjust mechanisms as needed;
ï‚· Participate in policy discussions of AREDP;
ï‚· Other duties as assigned.
ï‚· At least three years experience managing data intensive programs
ï‚· Good management skills for staff, systems, and planning.
ï‚· Ability to manage a diverse staff of national and international professionals, as well as
ï‚· Must be able to work under pressure, pay attention to details, demonstrated initiative, be assertive yet diplomatic and;
ï‚· Ability to get along well
ï‚· Qualification: University degree in a related field (Business Administration). In the absence of a university degree an individual may qualify for the position by substituting at least 3 years of proven working experience;
ï‚· Excellent computer skills using Word, Excel, Access, PowerPoint and the Internet.
ï‚· Excellent communication, team working and problem solving skill;
ï‚· Fluency in written and spoken Pashto, Dari and English;
ï‚· Ability to work in a high pressure environment; ï‚· Ability to multi-task and work under pressure; ï‚· Ability to work independently and also as an effective team member; ï‚· Professionalism in appearance and demeanour; ï‚· Willingness to enhance knowledge through training and personal initiative; and ï‚· Willingness and ability to travel in Afghanistan.
4.0 REPORTING RELATIONSHIPS
Reports to the Operations Manager and accountable to Executive Director. .
1. PERIOD OF ASSIGNMENT:
5 Years - subject to annual renewal extensions based on performance. There is an initial probation period of 3 months, and the initial contract will be until 31 December 2010.
