Job Summary:

10 years’ experience on road construction projects, with a minimum of 10 years experience on similar projects involving reviewing of designs and supervision in flexible pavement construction road projects, as Resident Engineer/Assistant Resident Engineer/Project Manager. Minimum 3 years experience on projects funded by ADB/WB or international organizations.

Duties & Responsibilities:

The duties of the Consultant shall include, but not be limited to:

(i) Ensuring that the contractors are granted Possession of site in accordance with the agreed programs;

(ii) Establish the schedule, methods and procedures in consultation with the Team Leader for the review of detailed engineering design and construction drawings of the civil works, submitted by the contractor.

(iii) Review the submitted documents in accordance with the design standards, criteria and conceptual design provided in the Contract. Ensure the hydrological and hydraulic studies are carried out in accordance with AASTO and these investigations are carried out for all drainage structures along the road sections

(iv) Ensure the contractor carry out detailed analysis and design for all embankments of height greater that 6 m, the design of embankments should include the requirements for protection works and traffic safety features.

(v) Ensure that the sections with geometric deficiencies, if any, are identified and suitable measures for improvement have been suggested for implementation;

(vi) Ensure that the contractor while designing pavement, specific aspects relevant to hill regions like terrain and topographic conditions, weather conditions, altitude effects etc.

(vii) have been considered and suitably incorporated in design so that pavement is able to perform well for the design traffic and service life.

(viii) Ensure that the contractor while designing pavement has considered the effects of factors like heavy rainfall, frost action, intensive snow and avalanche activity, thermal stresses due to temperature difference in day and night, damage by tracked vehicles during snow clearance operations etc. have been considered along with traffic intensity, its growth, axle loads and design life;

(ix) Ensure that the Technical Specifications in the Bid Documents have been duly accounted for in the documents submitted by the Contractor.

(x) Provide periodic status reports of the design and review activities as measured against the approved schedule, identify any problems and difficulties encountered and propose solutions.

(xi) Liaising with the appropriate authorities to ensure that all affected utility services are promptly relocated;

(xii) Carrying out checks on the Contractors’ setting out and ensuring that the Works are carried out in accordance with the drawings and other design details;

(xiii) Monitoring the Contractors’ laboratory testing and carrying out Independent testing as required;

(xiv) Ensuring that Works are executed in accordance with all provisions of the Contracts, including those relating to standards of workmanship, other safety requirements and environmental protection requirements;

(xv) Measuring the works, agreeing and certifying interim and final payment certificates for submission to the employer in consultation with the Team Leader, and assisting the Employer in preparing loan withdrawal documentation to ADB;

(xvi) Assist Team leader in administrating , assessing and, where appropriate, making recommendations on applications for extension of time, claims for additional payment and other contractual disputes in consultation with the Team Leader;

(xvii) Maintaining regular estimates of the cost to completion and time to completion for the Contracts;

(xviii) Maintaining full and detailed permanent site records, which include site correspondence, survey data, quality acceptance data, site diaries, measurement and certification, minutes of meetings and records of all other contractually relevant matters;

(xix) Reviewing the Contractors’ proposed program and technical recourses for routine, emergency and winter maintenance and provide training to MPW staff who will take over quality control and administration of the maintenance Contracts;

(xx) Assist land acquisition and resettlement activities being undertaken by the Government and the provincial authorities, and include reports on these activities in the monthly progress reports, assist MPW and other authorities in the administration of any resettlement activities, including arranging consultation with local people, as well as affected people, preparation and serving of notices to affected people, liaising with affected people and ensuring that any communications and grievances raised by affected people are promptly passed onto the relevant authorities;

(xxi) Ensure with the assistance of Environmental Specialist that the construction methods as proposed by the contractor for carrying out the works are satisfactory, with particular references to the technical requirements of sound environmental standards on the basis of ADB environmental guidelines for selected infrastructure Development project (Highway and Roads) inspection of contractors’ contraction equipment , safety of the works, property, personal and general public and the recommendations of the initial environmental examination (IEE) and summary IEE;

(xxii) Prepare with the assistance of Environmental Specialist environmental monitoring and annual report of implementing this plan as part of project implementation project implementation report, and carry out environmental management seminars for contractors and MPW staff;

(xxiii) Monitor the implementation of the health and safety program at camp site including the information and education campaign on sexually-transmitted diseases and HIV/AIDS (human immunodeficiency virus/acquired immunodeficiency syndrome) as required by the civil works contracts.
