This position is to manage activities of the programme in terms of policy advice in close consultation with International Programme Manager and National Programme Manager of the programme.
Under the overall supervision of the UN-Habitat, Afghanistan country management (Country Programme Manager based in Kabul and Senior Human Settlements Officer based in Regional office) and under direct supervision of International and National Programme Manager, the Policy Advisor for City Resilience will undertake the following tasks and activities:
- Support community level disaster risk and resilience assessment and resilience enhancement activities at community level;
- Support City Risk and Resilience Profiling with Lead Engineer with support from UNISDR;
- Lead provision of technical assistance and support to develop City Resilience Action Plan (City RAP) in two target cities by providing quality inputs drawing on best practices and lessons learned from national experiences and international best practices;
- Lead supporting capacity development of relevant government institutions for formulation and implementation of policy for city resilience through holding trainings and workshops, consultation and drafting policy recommendation and proposals;
- Support coordination with/among governmental and non-governmental stakeholders to implement the project;
- Support coordination with other partners’ programmes/projects on City Resilience, DRR, and Climate Change;
- Lead producing guidelines and policy recommendations on enhancement of city resilience;
- Lead builidng ownership and engagement of the city resilience policies at the relevant institutions;
- Support the Programme Manager in the effective and efficient execution of project activities by working in close collaboration with the relevant institutions and project teams, at the national and local levels;
- Ensure coordination of different project components among different cities during the implementation of the sub-projects and activities;
- Assist Provincial Manger and Team Leaders in the development of annual implementation work plans and to coordinate the timely completion of targets;
- Perform other duties and responsibilities which are within the expertise and experience as may be required by Country Programme Manager in support of the activities of the Agency and project.

At least a Bachelor’s degree in economics, disaster risk management, urban studies, development studies, or related field.
At least five years of experience in managing Resilience, DRR and/or Climate Change Adaptation programmes in Afghanistan, providing urban policy and technical assistance to the government.
Familiarity with the UN system in Afghanistan is an asset.
Fluency in spoken and written English, and local language (Dari and Pashto) required.
