About Chemonics RAMP UP South:
The purpose of RAMP UP is to create effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in targeted municipalities throughout the country. RAMP UP will: (1) increase the capacity of GIRoA municipal officials, (2) improve the delivery of municipal services to citizens in target municipalities, and (3) increase municipal capacity to enable, support, and sustain economic growth. As a result of RAMP UP, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.
The Revenue Generation Advisor will work closely with the Component 3 Team Leader (TL) to help improve the revenue collection process of City of Kandahar government through introduction of new/improved policies and procedures, auditing policies and implementation of new financial system. It is expected that advisor will help the TL to develop a business model that will improve on the critical elements that currently affect the revenue collection process.
Duties & Responsibilities:
â€¢ Provide leadership in the area of municipal revenue collection, budgeting, public sector accounting and other public finance issues.
â€¢ Assist with the development and implementation of the new revenue/finance system.
â€¢ Project manages the financial consultants.
â€¢ Help identify weaknesses and gaps in the municipalityâ€™s revenue collection process.
â€¢ Collaborate with other project areas to insure maximum coordination among staff.
â€¢ Integrate best practices relevant to other municipalitiesâ€™ revenue collection process and organizational structure.
â€¢ Identify revenue generation target sources
â€¢ Work closely with GIS team regarding parcel tagging related to revenue collection.
â€¢ University degree in business administration, economics, accounting and/or other relevant field preferred.
â€¢ Minimum two-five yearsâ€™ experience in local governance subject matter expertise including: urban planning, strategic planning, financial management, accounting, public works, or human resource management.
â€¢ Prior experience with foreign assistance funded programs preferred.
â€¢ Proficient in use of Microsoft Excel and Word
â€¢ Excellent English written and verbal communication skills
