The Revenue National Consultant (RNCs) will work directly within the Planning Directorate ‎on revenue reporting, analysis and forecasting, including related administrative activities. ‎The RNC upon appointment will be assigned to work with an International Adviser to build ‎the functional capacity of staff members, to support on-going activities and new initiatives ‎of the Planning Directorate
Responsibilities
The RNC, under the direction of the Revenue Reporting, Analysis and Forecasting Adviser, ‎International Adviser will:‎
Identify and remedy weaknesses within the existing financial reporting ‎
and reconciliation systems within and between the Revenue, Customs and Treasury ‎
Departments.‎
Develop the functional capacity of Planning Directorate’s staff to implement ‎
required changes in financial systems and operating procedures
‎ ‎
Assist in developing and disseminating methods to improve tax revenue reporting ‎
systems, and procedures.‎
Assist with revenue classification activities in National Ministries and Provincial ‎
Government Offices in order to improve the accuracy and timeliness of financial data.‎
Essential:‎
‎1.‎ A Bachelors degree in Economics, Business Administration, Public Administration, ‎Finance, Accounting or related fields.‎
‎2.‎ A minimum of two years full-time financial accounting and reporting professional ‎experience with government department, business company, National NGO or ‎International organisation.‎
‎3.‎ Experience with a computerised accounting and reporting system.‎
‎4.‎ Fluency in a national language of Afghanistan
‎5.‎ Spoken and written English Language ability at a level that meets the professional ‎standards in communication required for liaising with International business ‎organisations and International Advisers. ‎
‎6.‎ Ability to use MS Excel, Word, Access and PowerPOint.‎
Preferred:‎
‎1.‎ Good personal organisational and management skills.‎
‎2.‎ Good interpersonal skills.‎
‎3.‎ Staff coaching and training skills.‎
‎4.‎ Experience of working with International consultants.‎
