The Revenue National Consultant (RNC) will work directly within a specified work group within the ARD to support the capacity building process by managing and coaching ARD staff as required in work-planning, tax-transaction processing and related administrative activities.
The Revenue National Consultant (RNC) will work directly within a specified work group within the ARD to support the capacity building process by managing and coaching ARD staff as required in work-planning, tax-transaction processing and related administrative activities.
The RNC upon appointment will be assigned, and re-assigned as required (job rotations will occur), to any part of the ARD to work on any of the following functions: legal, taxpayer services, case management, audit, taxpayer identification, procurement and revenue administration.
 To analyse current Revenue and Customs Departments’ policies and strategies and relevant Tax Office work plan in order to assist in the development and implementation of related priorities and work targets for their designated work group.
 To contribute to the preparation of the unit’s future annual work plan based upon agreed priorities.
ï‚§ To assigning responsibilities, duties and tasks to the Senior Officers, Officers and other appointed grades of their designated work group.
ï‚§ To formulate in consultation with Senior Officers schedules for work completion.
ï‚§ To set work targets and performance standards required to support the completion of work as scheduled
ï‚§ To supervise work progress and provide work place coaching and advice in support of improving work efficiency and staff effectiveness
ï‚§ To monitor reports from Senior Officers on work progress and related issues.
 To contribute directly to the required performance reviews of the workgroup’s staff.
 To allocate all available support for capacity building of the work group’s staff in order to support the achievement of strategic objectives, operation priorities and development needs identified within performance appraisal.
ï‚§ To provide reports, as required by the ASI Team Leader and/or Senior ARD staff, on the activities and outputs of the work group.
To communicate and liaise, as required and /or directed with other units within the Revenue Departments and with other ASI officers.
1. A degree in business administration, public administration, law, finance, economics or a related discipline.
2. Private or public sector experience, minimum 3 years.
3. Management expertise and experience including work-based coaching and facilitation.
4. Ability to use ‘Word’ and ‘Excel’ software.
5. Fluency in a national language of Afghanistan
6. Spoken and written English Language ability at a level that meets the professional standards in communication required for liaising with International business organisations and International Advisers.
Preferred
7. Customer relationship management expertise and experience.
8. Experience of working in, or with, an International business organization or non-governmental organization operating in Afghanistan.
