Duties & Responsibilities

Primary Responsibility:
Reporting to the Senior QC manager and construction group manager, The Road Quality Control (QC) Manager is to provide the Company with qualitative analysis and guidance to the overall programmatic engineering function of the projects. This position has the primary focus on the quality of the executive phase of the projects; however, the QC Manager must also ensure the all three phase of inspections and meeting meets quality requirements with associated Donors/Clients. The QC Manager is fully dedicated to ensuring the Company projects meet recognized technical specifications and internationally accepted professional engineering standards.

Responsibilities:
The QC Manager will be responsible for:
• Coordinating for collecting the QC reports from the QC Engineers at the project sites regularly and provide daily progress reports and send them regularly to the AED through QCS
• Reviewing existing QC standards documentation and procedures and providing advice and training for QC engineers improvement.
• Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications.
• Reviewing documentation (BoQ, design templates, mix design, pavement structures, etc) for completeness and assisting the QC Engineers address any deficiencies, as needed.
• Monitor the projects by conducting site visits and provide guidance for improvement and good results, and direct the project activities to meet the project objectives in terms of quality of work and within the agreed timelines.
• review and ensure that all drawings of road designs are done to the highest standards, based on initial survey data provided to the Road
• Review and provide advice on technical specifications to ensure adherence to AASHTO and MoPW standards
• Assisting in the management and organizational requirements of the project
• Assisting in the development of national staff to understand the purpose of and manner in which to adhere to approved QC/technical specifications
• Ensuring accepted QC techniques and methods are being utilized by the PMs and QC Engineers
• Understand drawings and instruct the working as per the drawing.
• Developing and maintaining an effective CQC system.
• Familiarity with USACE Quality Control System (QCS);
• Attend to the weakly coordination meeting and prepare minutes of the meeting.
• Conduct the preparatory, initial and follow up meeting as per AED requirement.

Job Requirements

• Qualified Engineer requires a Bachelors of Engineering (Civil), Professional Engineering Certification.
• Knowledge of QC management within an engineering discipline
• Knowledge of Quality Control requirements associated with horizontal and vertical works
• Excellent written and spoken English
• Computer skill including AutoCAD, Ms Office Package
• Ability to work under pressure and respond to multiple tasks
• Proven ability to manage and deliver projects on time and within budget
• Knowledge of and experience with the MoPW, USACE, AASHTO, and USAID Technical Specifications for horizontal and vertical design and construction
• Ability to produce reports and project documentation in an efficient and timely manner
• Ability to develop and maintain excellent contacts with senior government officials, private sector organizations and other NGO Agencies
