Job Summary:

The Safety Engineer is under the overall technical guidance of the Site Manager/QC Manager of the VESTAN Company, The Safety Engineer will work in delivering key outputs of the Afghanistan VESTAN in terms of Construction of Diversion Tunnel of Farah Bakhshabad Dam. He will also be responsible for Safety support of the project, supervision of daily construction activities as per Safety Rule and regulations on Daily activities and Close coordination with Ministry of Energy and water(MEW) technical site staff.

Duties & Responsibilities:

1.      Purpose and Scope of assignment


Continuous inspection of the project sites, to ensure a hazard-free environment.

Assessment and provide of safety plans for construction of Tunnel diversion activities.

Verification of tools and equipment to ensure good quality.

Promoting safe practices on site.

Creating and enforcing safety guidelines and programs.

Carrying out drills and exercises on managing emergency situations.

Conducting investigations on accidents.

Verifying that all safety reports are submitted to related government institutions.

Responding to skilled, Divers and workers’ safety concerns.

Manages all communications with government departments (National Water Affairs Regulation Authority) in regards of safety.

Arranges OSHA-mandated evaluations of the site.

Coordinates all issues regarding hazardous materials or waste.

Provide and assisting with the preparation of a construction health and safety plan.

Attending project planning meetings and collaborating with Site and QC managers.

Establishing and maintaining health and safety communication structures.

Testing effectiveness of site emergency response plans.

Continuous monitoring of all safety related documents, reports and issues to keep them updated.

Work in close collaboration and coordination with Government staff at Provincial Ministry of Energy and Water Staff.

Perform and other duties deemed necessary by the Project Manager.

Possess immense knowledge of health and safety engineering processes and practices

Ability to manage and control all types of health and safety issues on project site.

Aware of ISO environment regulations and principles

Evaluate the probable physical and chemical hazards and take essential steps to minimize them

Ability to research and apply the best industrial and working practices to provide effective services

Abreast with new changes in laws and regulations

Ability to work in teams and lead a project.

Outstanding organizational and interpersonal skills

Strong management and multitasking ability

Strong command over verbal and written communication

Ability to provide and implement plans, objectives and standards timely


2.      Monitoring and Progress Controls

 

Monitor and control the Construction all activities of Main and Secondary Diversion tunnel  of Farah Bakhshabad Dam Project as per Technical drawings and Specification of the project.

 

3.      Final Product

Project complete as per contract documents based on Safety procedure.

Project delivery as per time schedule, budget and specification.

Job Requirement:

Education


Safety engineers must have a bachelor degree in any branch of engineering with 10 Years of related experience. chemical, mechanical, industrial, or any other engineering discipline. An accredited program in safety engineering is good enough to get an entry level job of safety engineer. Obtaining specialized training and certification from a recognized institute will have an added advantage.
