The Safety Net Expert will work within the Safety Net team that has already been
established within the MOLSAMD. He or she will report to the Project Manager and
Director General of the MOLSAMD. However, he or she will also work under close
guidance of Deputy Minister for Social Protection.
It is expected that the Safety Net Expert will, in collaboration with the Lead Social Safety
Net Program Development Expert and the local Project Coordinating Officer, and under
the guidance of the PCU Project Manager will undertake the following:
• Based on the outline of the scheme, provide guidance and supervision to the
specialized firm in preparation of the required operational manuals and other
documents. The operational manuals should elaborate the following:
o The design of the benefit award and delivery mechanisms, the data
collection process, information strategies, monitoring, verification and fraud
control, institutional responsibilities
o Inter-agency coordination
o Training materials for training of the FP
• Provide guidance and supervision to the specialized firm in preparation of the
monitoring and evaluation framework and carry out all the implementation
activities. That framework should elaborate the following:
o Recommendations on the assessment of the scheme after one year from
start-up, which would allow an evaluation of the different operating
mechanisms to allow for adjustments prior to subsequent scaling up of the
scheme.
• Support training of the FP that will be carried out by the advisers hired under this
Project
• Support, guide and supervise training of the CDCs representatives that will be
carried out by the FP to ensure quality of training
• Work with the Social Affairs Department of MOLSAMD to ensure full
involvement of the key staff in training activities of FPs and CDCs
• Participate with the two other experts in finalizing recommendations according to a
format acceptable to the PCU and the MOLSAMD.
• Work with the PCU members, other MOLSAMD experts, and other stakeholders,
as needed.
• Carry out any other tasks to support preparation of the Pilot Social Safety Net
Program.
Qualification Required:
The Safety Net Expert must have at least or the equivalent of a Master’s Degree or higher
in economics, social development, social policy, public policy, public administration or
equivalent.
The Safety Net Expert must have an excellent knowledge and at least 7 years of combined
experience in poverty alleviation, social protection policy, and social safety nets in
developing country environments. In addition, the expert must have an experience of the
detailed design and implementation of the public benefit programs, such as safety net
schemes, including preparation of detailed program manuals and guidelines. Strong
preference will be given to candidates who have prior experience of working with the
NGOs or community organizations in implementation or management of the programs for
the local communities. Previous experience in Afghanistan or in the South Asia region
would be desirable.
