The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions. The program has the following four sections:


  • Case Management System Development
  • Legislative Capacity Building
  • Organizational Capacity Building
  • Monitoring and Evaluation

Tetra Tech, Afghanistan Justice Sector Support Program (JSSP), is seeking applications for Section Lead (M&E) position for Monitoring and Evaluation section under the supervision of Component Lead (M&E).

Duties & Responsibilities:

  • Supervise and formally evaluate the performance of the M&E team and ensure work is delivered on-time and of excellent quality
  • Provide leadership, guidance and support to M&E unit and other JSSP staff to develop strategic approaches to improving M&E within their programs
  • Actively contribute to all aspects of the recruitment process for new programming and M&E staff to ensure that M&E perspectives are considered
  • Lead strategic engagement with counterpart institutions and high-level relationship building
  • Lead the process of building capacity of local Afghan staff at counterpart justice institutions, including high-level training and mentoring to ensure that knowledge and skills are transferred during implementation
  • Lead the process of transitioning activities and improved systems to GIRoA ownership and building their capacity to sustain these activities/systems
  • Maintain an in-depth understanding of the CMS and how M&E will support CMS during the transition to Afghan ownership
  • Conduct meetings to further JSSP programmatic delivery at both the U.S. Embassy/INL-Kabul and GIRoA ministries and departments as permitted by security protocols
  • Develop M&E guidelines and tools
  • Design and lead M&E training programs based on the project framework model
  • Lead the development or improvement of the project M&E database through
  • documentation, implementation and coordination of standardized M&E data collection tools
  • Provide training to JSSP component staff to ensure quality data is being gathered from the field
  • Conduct a qualitative/quantitative analysis of the JSSP developments based on established indicators
  • Advise on necessary adjustments to programs in order to make them easier to monitor, assess and evaluate
  • Conduct regular field visits, assess and monitor project progress and field status and incorporate lessons learned in to project action plan
  • Provide both written summaries and verbal debriefs of component work as necessary to ensure understanding of JSSP progress
  • Attend trainings for continued improvements in M&E processes and protocols
  • Develop and maintain a Performance Management Plan (PMP)
  • Assess the existing M&E systems, indicators, tools and methodologies used by JSSP as well as the possibility of changing, improving and/or unifying these systems
  • Review assessment data for accuracy and validity and design/facilitate strategies for strengthening data collection, interpretation and use as appropriate
  • Continuously socialize all JSSP sections and staff to established JSSP indicators applicable to each component
  • Support internal JSSP M&E reviews and assessments as directed by the Component Lead
  • Draft quantitative/qualitative analysis inputs for reports and success stories on component activities and accomplishments
  • Prepare M&E budgets, work plan contributions, statements of work, and provide inputs for any other reports as requested
  • Conduct orientation and trainings for component staff and ensure component staff’s adherence to INL, JSSP, and Tetra Tech policies, including but not limited to timely submission of timesheets, leave, and travel requests
  • Rapidly respond to requests for information from JSSP Management, INL and Tetra Tech
  • Perform other duties as assigned

Job Location:

Qualifications:

  • Minimum of 7 years of relevant professional experience and a Master’s, or 9 years of relevant professional experience and a Bachelor’s degree
  • At least three years in a management role, and demonstrated abilities that include strategic planning, and program management
  • Ability to develop and maintain relationships with cross-sectoral key stakeholders to ensure collaboration to meet project goals
  • The candidate should demonstrate a comprehensive understanding of the formal Afghan Justice system, with a particular emphasis on the coordination and interaction of the Afghan justice ministries
  • Demonstrated experience developing M&E guidelines, tools, and trainings
  • Experience developing indicators, conducting qualitative/quantitative analyses, and overseeing database management
  • Experience collaborating with Afghan government ministries and institutions
  • Past experience developing and implementing relevant training courses preferred
  • Ability to travel to provinces
  • Superior interpersonal skills
  • Excellent oral and written communication skills

  • Ability to work in a fast-paced, stressful environment
