About UNOPS:

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency. The functional objective of UNOPS AGOC is to deliver its projects in an efficient and effective manner, so as to achieve the outcomes sought by the project and to assist in the development goals of the Government of Afghanistan. The stated goal is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of Afghanistan. Duties & Responsibilities:

Under the overall supervision of the Chief Security Officer (CSO), the Security Operations Associate will be responsible for the following specific duties and responsibilities:

• Must not only remain calm while working in difficult and stressful circumstances, but must be capable of staying focus while assuming the leadership role inherent in carrying out the functions of the position;
• Good judgment along with knowledge and skills are essential in directing other team members to assist as needed;
• The Security Operations Associate is responsible for Initial Security and Safety Briefings for all International and National mission personnel covering various topics;
• Under the guidance of the Chief Security Officer, the Security Operations Associate will develop and maintain the UNOPS Security Plans, UNOPS Security Standard Operating Procedures and other Special Projects as required;
• Under the direction of the CSO, establishment of a security warden system for UNOPS National/International Staff members;
• Guidance and supervision to the security guards for safeguarding the staff and premises;
• Assisting the CC in implementing MOSS and ensuring UNOPS MOSS compliance;
• Monitor and assist in the security clearance process of Road and Air Missions for UNOPS staff members;
• Ensuring that air and road movement of UNOPS Staff Members is undertaken in accordance with UNOPS Security rules and procedures;
• Establishing contact with UN DSS Security Officers/Assistants on security related matters when required;
• The Security Operations Associate is responsible to attend relevant Security meetings in the absence of CSO or his designate;
• To establish an efficient radio communication and information flow for all involved units and agencies;
• To manage the shift system to ensure 24/7 operation and the availability of a reserve radio operator to be called on, in the event of staff sickness or any other emergency;
• Responsible for Translating documents/reports from local languages to English and vise versa;
• Provides basic radio training, to UNOPS Drivers, Guards and New Arrival staff when required;
• To monitor the SOC in relation to successful radio contact with all users, stations and vehicles operating in UNOPS radio network;
• To develop and monitor an effective incident response and management SOP for the SOC;
• Preparation of quarterly Security Incident Reports;
• Update of security briefing note and briefing of staff and UNOPS visitors on security-related matters.
• Review of security arrangements in light of requirements and ensure the efficient implementation of all recommended measures;
• Assisting in the selection/supervision of office and project guards;
• Preparing fire/building evacuation plans and conducting periodical drills;
• Managing the work assignments and schedules of guards, drivers and communications staff individuals assigned to the COS office;
• Following up on arrests and detentions of staff members and eligible dependents and
• Performs other duties as designated by the Chief Security Officer.

Qualifications:

a. Education (Level and area of required and/or preferred education)

• Secondary diploma required. Bachelors’ will be an asset

b. Work Experience
(List number of years / area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• Minimum 5 to 7 years of relevant experience in the field of security
• Having work experience with United Nations will be an assert
