The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions. The program has the following four sections:


  • Case Management System Development
  • Legislative Capacity Building
  • Organizational Capacity Building
  • Monitoring and Evaluation

Tetra Tech, Afghanistan Justice Sector Support Program (JSSP), is seeking applications for Senior Advisor (M&E) position for Monitoring and Evaluation (M&E) Section under the supervision of Section Lead (M&E).

Duties & Responsibilities:

  • Serve as an M&E specialist for the JSSP team, particularly focusing on providing support to other JSSP component monitoring and meeting assessment needs
  • Ensure the M&E team consistently meets the highest standards in delivery and timeliness of work products
  • Collect activity reports from JSSP program components, validate them with the JSSP database and consult with the related components on content
  • Supervise the feedback process on components’ activities by M&E Advisors and ensure that all the components are fulfilling their responsibilities according to the SOW and WP
  • Provide trainings to JSSP sections on quality data collection and proper use of the data collection tools
  • Regularly travel to sites in Kabul and provinces to monitor and validate JSSP activities
  • Support baseline assessments required by other sections and as directed by JSSP Management
  • Conduct qualitative/quantitative analysis on an ongoing basis of JSSP progress towards milestones based on established benchmarks
  • Review data for accuracy before being submitted to the M&E Deputy Section Lead/Section Lead
  • Advise on necessary adjustments to programs in order to make them easier to monitor, assess and evaluate
  • Identify, locate and organize backup documentation for reporting against indicators
  • Mentor other M&E advisors on methods for conducting needs assessments and articulating findings in a usable way to inform adjustments to JSSP activities
  • Advise in designing and drafting survey questionnaires for trainings
  • Advise in designing data collection mechanisms to ensure data is collected for the relevant deliverables
  • Provide regular reporting on work activities or other reports as required
  • Prepare timely information for JSSP reports, deliverables and success stories for activities and accomplishments on a bi-weekly, monthly, quarterly, and annual basis, or as otherwise assigned
  • Identify needs and propose recommendations for better M&E implementation
  • Rapidly respond to requests for information from JSSP Management, INL, and Tetra Tech
  • Perform other duties as assigned

Job Location:

Afghanistan, Kabul

Qualifications:

  • Minimum of 5 years of relevant professional experience and a Master’s, or 7 years of relevant professional experience and a Bachelor’s degree
  • Past experience developing and implementing training courses for government officials
  • Experience collaborating with Afghan government ministries and institutions on project implementation
  • Demonstrated understanding of Afghan legal system preferred
  • Experience performing M&E on internationally funded justice sector projects strongly preferred
  • Experience with USG M&E standards and reporting strongly preferred
  • Demonstrated experience in knowledge management, organizational learning, development of indicators, and data collection
  • Ability to travel to provinces to monitor and evaluate activities
  • Excellent oral and written communication skills
  • Fluent in Dari/Pashto and English
  • Ability to work in a fast-paced, stressful environment
