About Ministry of Education (MoE):
The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
Duties & Responsibilities:
a. Manage the establishment of provincial EMIS units including provision of necessary hardware and software, recruitment of qualified staff and allocation of adequate resources
b. Develop a comprehensive work plan to build the capacity of statistics department staff enabling them to perform the following activities: database development, GIS, data analysis, Website development and database maintenance.
c. Conduct annual school survey, ensuring on time revision of the data collection forms, data collection methodology, data entry, data analysis and distribution
d. Review and analyze available education data collected and compiled by the ministry and its partners and identify steps to make use of the existing information.
e. Further enhance and develop the EMIS work plan and prepare individual action plan for the EMIS sub-systems automating day to day operation of departments that will ensure provision of required information for planning and decision making purposes.
f. Make sure statistics department is involved in all data collection exercises conducted by the ministry or any of its partners.
g. Ensure data standards are developed and incorporated in the EMIS sub-systems and in the databases developed by partner organizations to enable data sharing.
h. Design and develop the project tracking system to record education sector related project and activities (completed, going on and planned).
i. Coordinate data collection and system development activities between MoE and partner organizations to maximize usage of available resources.
j. Manage the implementation of “teacher registration and salary payment through bank” project and development of the Human Resource Management Information System.
1. Bachelor Degree of computer Science, IT and Master computer science ,IT or other related field .
2. Bachelor degree with 7 Years of relevant experience and Master degree with 5 Years of working experience.
3. Excellent English, Dari and Pashto written and oral communication skills
