Tetra Tech, through its subsidiary ARD, Inc., is accepting expressions of interest from qualified Senior Agricultural Policy Expert candidates for a USAID-funded Agricultural Credit Enhancement program in Afghanistan. The purpose of this four and a half year project is to support Afghan financial and private sector intermediaries to provide sustainable agricultural lending initiatives and strengthen agricultural value chains.
--Through the Ministry of Agriculture, Irrigation and Livestock, contribute substantially to the creation of a refined and responsive policy environment to improve the competitiveness of the Afghan agriculture sector and increase access to new markets;
Work through producer associations, the Ministry, and other stakeholders to turn high-potential policy concepts into tangible reform programs and/or actionable legislation;
--Work in conjunction with and not duplicate other donor activities, such as USAID’s Capacity Building and Change Management Program, to strengthen the capacity of the Ministry.
--At least ten years of experience in agricultural policy reform.
--Master’s or Ph.D. degree in a relevant field, including agricultural or business policy and law;
--Substantial field experience implementing USAID-funded assistance programs preferred;
-- Afghanistan and/or regional experience is preferred.
--Ability to work under pressure and meet deadlines.
--Advanced computer skills required.
--Fluent in English, and some knowledge of Dari or Pashto desired.
