About Joint Monitoring and Evaluation Committee(MEC)

Job Summary

The primary responsibility of the Assessment/Enquiry Specialist will be to support MEC in the Assessment of Government Ministries/Institutions. These may be tasked by the President of Afghanistan, requested by government ministries or initiated by MEC. The assessment is usually about the Procurement, Structural issues, HR, Finance, Aid, System weaknesses and misconducts that pave the way for corruption.

Duties & Responsibilities


The Assessment/Enquiry Specialist will be part of any assessment team established for specific purposes, as MEC authorized representative

The Assessment/Enquiry Specialist will work closely with and assist MEC Team Leader on assessing different ministries/institutions

The Assessment/Enquiry Specialist is obliged to assure transparency during the assessment and report to his/her direct supervisor if the assessment process is vulnerable to corruption or a team members is not reliable

The Assessment/Enquiry Specialist along with other team members is responsible to prepare a precise work plan for each assessment

The Assessment/Enquiry Specialist in cooperation with other team members is expected to develop a proper methodology for each assessment

The Assessment/Enquiry Specialist is responsible to write the final In-Depth Report (both English and Dari) and proposing recommendations to address problems identified during the assessment.

The Assessment/Enquiry Specialist is responsible to update the MEC Team Leader on the progress/problems during the assessment

Fulfill other tasks given by his/her direct supervisor

Job Requirements

The Assessment/Enquiry Specialist must have the following qualifications.


University degree in Law, Finance, Project Management or a related field;

A minimum of 5 years relevant experience. This could be in Anti-Corruption, investigation, procurement or project management

Knowledge of assessment methodologies is a significant plus.

Experience in Anti-Corruption Field is a significant plus.

Ability to work in a politicized environment on a highly sensitive topic

Ability to effectively work in a team environment

Excellent analytical skills

High quality report writing skills in English/Dari/Pashto
