Job Summary

Long term local experts with solid background in municipal capacity building, design and implementation of training for government officials are sought for Municipal Strengthening Activity in Afghanistan. The program will increase the capacity of GIRoA municipal officials, improve the delivery of municipal services to citizens in target municipalities, and increase municipal capacity to enable, support, and sustain economic growth. As a result of the initiative, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.

Duties & Responsibilities

• Work as a member of a core team to train and mentor trainers lower in structure;
• Conduct training needs assessment among government employees;
• Lead the design of training curriculum for capacity building of government officials;
• Design training strategies and plan, organize and manage training activities;
• Provide leadership and guidance to the team of trainers;
• Assist the program staff in delivering its intended outputs/targets;
• Other responsibilities as assigned

Job Requirements

• 7 years of professional experience in community development and training high level government officials in challenging environments, particularly in Afghanistan;
• Masters degree or higher in Community Development, Education, International Relations, Social Sciences, or related field required;
• Expertise in strategic planning and training needs assessments, training design and mentorship;
• Fluency in English, both written and spoken, is required;
•Demonstrated ability to work effectively in a conflict-prone context required, experience in the Afghanistan post-conflict environment is preferred;
• Must be exceptionally organized, dedicated and flexible; and have strong interpersonal, communication, and writing skills;
