The incumbent works under over all supervision of the Cadre Management Director and direct supervision of head of the NPI is responsible to effectively and proactively assist the National Procurement Institute of NPA with the capacity building programs.
He/She proactively will be responsible to manange all procurement capacity building activities and will also coordinate the training activities.His/Her Specific responsibilities and duties include but are not limited to;
Main duties and Responsibilities:
Take a significant role in conducting a training needs assessment in all ministries to identify gaps and what capacity development is needed
Develop the capacity building strategy and plan.
Assist the curriculum development specialist or the team in preparing standard training materials for all types of training ( Basic, Intermediate, Advance and Special Course)
Lead capacity building activities (training, events, mentoring, policy dialogue) in line with the strategy and plans, identifying and coordinating other expertise needed as appropriate
Identify and Recruit Participants from different ministries/ private sectors/Internal NPA staff for all types of trainings
Develop and maintain contacts and relationships with internal and external stakeholders, relevant for the implementation of the training programs
Study and analyze the available pedagogical documents
Use the training performance evaluation system which will be put in place and that will allow the project to demonstrate results.
Maintain an overall coordination between the NPI and cadre management/NPA in terms of training plans and delivery.
Manage the National Procurement Institue, including staff-development, work planning, direction and supervision, monitoring quality work, evaluation of staff performance and training output
Monitor the performance of the National Procurement Institue and make adjustments to work plans and quality of performance as necessary.
Manage training-of-trainers process on curriculum to ensure outreach and quality
Assist with the revision of the procurement training materials as needed and ensrue all training materials are up-to-date as per the Procurement Law, rules of procedure and other bid documents.
Assist all other unit managers to achieve their objectives with capacity development support.
Develop scopes of work for Trainers and operation staff as needed.
Monitor, evaluate and report program results that measure increases in skills and abilities, and determine the impact of training interventions
Throughout the program’s life, monitor and report on the institute’s progress on achieving the benchmarks, identifying potential weakness and making necessary adjustments to close gaps
Draft the training program reports for NPA websites
Prepare and submit weekly, monthly and quarterly reports
Any other tasks, assigned by Cadre Management Director
Coordinate training programs at central/ provincial levels for the non/ governmental entities.
Design and develop training plans and programs
Make sure the training certificates are free of mistakes and issued to trainees at the end of the training session
Make sure the trainees database is up to date and generate the required reports as needed
Ensure that the training material and the required stationery provided to the trainee participants are of good quality.
Job Requirements:
Qualifications and Experience
Education
Bachelor of Business Administration, Public Administration or Economics or any other relevant field.
Master degree is relevant areas are being advantaged.
Work Experience
At least 7 years of progressively responsible work experience with Bachelor and 5 years with Masters in capacity development,coordination and same nature job
Knowledge of government rules and/or other internationally accepted procedure is an advantage
Knowledge of computerized system applied in operational functions is highly desirable.
Knowledge of Evaluation approaches and report development
Knowledge of data aggregation and reporting cycle;
Key Competencies
Excellent working knowledge of English, both written and verbal. Fluent, both written and verbally, in Dari/Pashto.
Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate internet.
Knowledge of government, UN or World Bank procurement rules and regulations would be a distinct advantage.
Be able to uphold and respect procurement ethics and to conduct activities with integrity.
Team player who demonstrates patience, flexibility and honesty.
Is a self-starter, who is able to plan and manage his/her own work, takes initiative and strives to meet deadlines.
Be able to work in a multi-cultural environment.
Strong analytical skills
