The ADSP will support the Disability and Rehabilitation Department of the Ministry of Public Health (MoPH) in administrative and capacity building related issue. The Senior Capacity Support/Disability Advisor for MoPH is responsible for the overall management, direction and design of capacity supports to the MoPH with the aim of furthering the integration of disability related activities into the Basic Packages of Health and Hospital Services and the development of disability data collection mechanisms in cooperation with MoPH authorities and with consultation of Technical Coordinator for Physical Rehabilitation. The Senior Capacity Support/Disability Advisor will work in consultation with relevant MoPH departments and report to the ADSP Programme Manager. S/he will ensure UNOPS AGOC reporting and finance management are to rules, regulations and standards. The Senior Capacity Support/Disability Advisor will also report to relevant Ministers, the Inter-ministerial Board on Disability and the Disability Stakeholders Consultative Group as required.
Oversee and provide technical assistance for Awareness Raising and Information Dissemination:
• Coordinate awareness training for BPHS, EPHS, and other MOPH staff utilizing the outlined issues in the Disability and Rehabilitation Department TOR
• Provide technical assistance for and coordinate the actions necessary to ensure MoPH Stewardship of the Disability Task Force and good communications among the disability sector actors including other ministries.
• Provide technical assistance for the development of reporting and monitoring systems for disability training and service delivery.
• Develop evaluation and monitoring tools for different training packages
• Assist the MoPH create directories for rehabilitation services for distribution among CBR, BPHS, and EPHS staff and relevant actors.
• Establish and implement the necessary monitoring systems within the MOPH to ensure quality disability services are provided within the BPHS and EPHS as well as associated health services.
• Coordinate actions and provide technical supports to ensure the integration of disability services into the BPHS and EPHS
• Institutionalize disability and health information mechanisms for communities and patients including the develop information materials on disability for patients at waiting rooms and for community meetings
• Assist Technical Coordinator for Physical Rehabilitation in establishing coordination and cooperation between health facilities and physical rehabilitation centres implemented by National and International organizations for the purpose of creating and maintaining referral network
• Establish and follow up systems of monitoring and reporting of centre based and community based rehabilitation services, as well as advocacy related to prevention of disability
• Assist MoPH in their responsibility for implementation of the Health component of the newly introduced CBR guideline along with coordination with the World Health Organization (WHO) and other relevant sectors.
• Assist the MoPH to ensure people with disability have access to preventive, medical and rehabilitation services, including assistive devices
• Health personnel recognize that people with disabilities have the same needs and rights as anybody else, and they provide appropriate services
• Participate in national disability related task force meetings, workshops, and training programmes as required.
• Other related assignments as requested by supervisor
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
a. Education
• Master’s Degree in Public Health or relevant similar field required. Bachelor’s Degree plus 2 years of additional relevant experience in one of the rehabilitation professions may be considered in lieu.
b. Work Experience
• Minimum of 5 years work experience in centre based and community based rehabilitation programme implementation and development
• Experience in policy design and development
c. Key Competencies
• Familiarity with MoPH health service strategies and organisation of services
• Financial management knowledge
• Experience in proposal development and writing, donor reporting and action plan development
• Knowledge of epidemiology and surveillance systems.
• Ability to work independently
• Good communication skills
• Language skills: Fluent in written and spoken Pashto, Dari and English
• Computer skills (Word, Excel, PowerPoint, etc)
