About Ministry of Education (MoE)

The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance.

 

The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to: (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service. 

Job Summary

The infrastructure Services Department (ISD) are responsible for smooth implementation of the of EQRA project who will need a technically skillful person as Senior Civil Engineer who will support the provincial teams with advising, training, planning, reporting, ensuring smooth implementation, coordination, communication and Quality control and Quality assurance of Construction projects of EQRA with different stakeholders in provincial and zone level.

Duties & Responsibilities

The Senior Civil Engineer will be leading the EQRA many provincial teams, each from MoE and MRRD who will be mainly responsible for coordination, communication, reporting and follow up of EQRA activities with the relevant stakeholders on behalf of EQRA Focal point and Infrastructure Services Department Directorate. The TA will be based in zone with frequent visits to provinces where the project is being implemented. Senior Civil Engineer will report to the Focal point, and will be responsible for the following :



Provide overall technical guidelines, formats for Supervision and monitoring of construction projects including environmental and social safeguards procedures and other EQRA supported activities.


Ensure efficient and timely monitoring and implementation of the entire project in accordance with the EQRA Procedural Manual and MRRD action plan.


Key liaison between MOE provincial team and MRRD in provincial team in provincial level.


Submission of the Monthly progress report in provincial level and summary report in zone level.


Provision training to the provincial Engineer for the EQRA Program, to git aquatinte the program objectives and implémentation priorités and mythologies ;


Conduct Field visites to the provinces targette by the EQRA Program to monitor and evaluate practices, find bottlenecks, come up with suggestions and recommandations for improvement;


Conduction researches for development of engineering designs to make cost effective school construction, particularly research about special designs for building schools using local and raisonnable materials.


Specifying the Amended projects accordance site and sharing on time with central office.


Traveling district by district for check and construction control.


Appraisal of the relevant zone provincial Engineer’s accordance with their performance and work skills.


1. Planning



Overall planning and managing of the activities related to Construction projects of EQRA.


Prepare annual monitoring plan in close collaboration with program and relevant departments.


2. Coordination / Communication / Facilitation



Guide the EQRA Tracking Teams to monitor progress under EQRA, identify implementation bottlenecks and propose feasible solutions, develop and monitor an agreed action plan approved by the EQRA Task Force.


Discussion and analysis of tasks and activities and the

processes and resources for project implementation and accomplishment of results.


Provide support for strengthening the collaboration and linkages between different departments of the MoE supported by EQRA


Keep the EQRA Task Force member informed of progress towards accomplishment of assigned tasks.


Represent EQRA at various meetings and forums on behalf of Deputy Minister for General Education.


3. Deliverables:



Draft monthly and semiannual and annual narrative reports of EQRA Construction implementation. The Report Will bé délivre to the relèvent provincial Education Directories and infrastructure Services Département (ISD).


Provide assistance for maintaining a good record of all documents related to EQRA.


Report and present the progress on EQRA project to relevant stakeholders


Ensure and submit timely periodic reports to relevant stakeholders


Work closely with the Provincial Engineering teams of MOE and MRRD.


Ensure that the schools construction works are going on as per the entail contract /technical specification/drawings and MoE norms.

Job Requirements

Education/Experience/Skills/Competencies


1) Education

a. At least BSc degree in Civil Engineering and Master degree is preferred.

2) Experience

a. At least 5 years of relevant professional experience in a related field,

3) Skills and Competencies

a. Strong computer Skills (Word, Excel, Power Point Auto Cad and other Engineering Softwears).

b. Excellent communication skills in English, Pashto and Dari languages

c. Proposal and report writing skills

d. Effective Project Management Skills.

e. Must be willing to travel throughout Afghanistan.


Recruitment, work condition and evaluation


1. Recruitment:

1. The recruitment will be done through transparent and competitive processes.


2. Work conditions

1. The Senior Civil Engineer will work according to Afghanistan MoE’s and donors' rules and regulation.

2. MoE will provide a proper work station at ISD.

3. Evaluation

1. The initial three months will be considered a probationary period after which a formal evaluation will be conducted before the assignment is confirmed.

2. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.

3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.

4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.
