The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operations Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency. The functional objective of UNOPS AGOC is to deliver its projects in an efficient and effective manner, so as to achieve the outcomes sought by the project and to assist in the development goals of the Government of Afghanistan. The stated goal is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of Afghanistan. The adopted mission of UNOPS is to exceed the expectations of our stakeholders.
The ADSP will support the coordination and capacity development efforts of civil society organizations to encouraging constructive dialogue with Government for participation in policy and planning development. The Senior Civil Society Advocacy Advisor will work in close collaboration with disability organizations and NGOs to increase awareness of human rights, disability law and policy and self advocacy strategies. The Senior Civil Society Disability Advisor reports to the ADSP Programme Manager/Senior Technical Advisor ensuring timely reporting, up-to-date briefings and activities well documented.
Duties & Responsibilities:
In cooperation with key civil society organizations, persons within disability organizations and NGOs, the Civil Society Advocacy will have the following responsibilities:
â€¢ Increase donor and international community understanding of disability issues in Afghanistan aimed at sustained and increased funding for the disability activities through awareness and advocacy activities.
â€¢ Maintain and increase public awareness of disability issues and rights in order to promote inclusive attitudes and decrease stigma.
o Rights of people with disabilities
o Government Vision for people with disability
o MoLSAMD coordination and leadership role within the disability sector
o MoLSAMD Mission within the disability sector
o Convention on the Rights of Persons with Disabilities
o National Disability Legislation
â€¢ Increase coordination efforts with stakeholders encouraging country wide coverage of services and activities.
â€¢ Improve communications into Government in partnership with National Disability Programme and the Disability Stakeholders Coordination Group (DSCG), National Disability Federation of Afghanistan (NDFA) and Advocacy Committee on the Rights of Persons with Disabilities (ACPD).
â€¢ Increase positive media outreach and events that highlight disability issues and progress.
â€¢ Work towards the Government ratification of the Convention on the Rights of Persons with Disability
â€¢ Advocate for the inclusion of disability within the implementation of Millennium Development Goals, Afghanistan National Development Strategy, Afghanistan National Disability Action Plan and Mine Ban Treaty obligations
â€¢ Advocate for government ownership of cross cutting disability issues by relevant authorities and stakeholders

â€¢ Assist with fund raising strategies for disability activities through both increased national budget expenditure and donor contributions multilaterally and bilaterally.
â€¢ Provide reports as required by the ADSP.
â€¢ Other related assignments as requested by Supervisor
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
â€¢ Masterâ€™s Degree in communications, social work, rehabilitation, public health services, public administration, public management, or relevant field. Bachelorâ€™s Degree with additional 2 years relevant experience may be considered in lieu.
b. Work Experience
â€¢ At least 5 years of proven experience in disability awareness and communications
â€¢ Experience in disability advocacy and policy development with government and civil society sectors
â€¢ Experience in media and donor relations
â€¢ Experience in design and implementation of advocacy and awareness activities.
c. Key Competencies
â€¢ Understanding and knowledge of international disability policies including the CRPD, MBT and CCM
â€¢ Understanding and knowledge of Community Based Rehabilitation implementation
â€¢ Experience in budget development helpful
â€¢ Proficient computing skills â€“ word processing, presentations
â€¢ Excellent English and Afghan National language speaking and writing skills.
â€¢ Capacity to perform effectively under pressure; ability to handle confidential and politically sensitive issues in a responsible and mature manner
â€¢ Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity
