The ADSP will support a Disability Unit within the MoLSAMD to provide technical and capacity support for coordination, monitoring and reporting, advocacy and communications, research and data collection. The Senior Coordination Advisor works within this Unit and in close collaboration with Ministry identified counterparts and ADSP personnel. The Senior Coordination Advisor reports to the ADSP Programme Manager/Senior Technical Advisor as well as the Deputy Minister for Disability Affairs ensuring timely reporting, up-to-date briefings and activities well documented.
Coordination Support
• Ensure Ministry Chair is supported with the Inter-ministerial Body for Disability and the Disability Stakeholder Consultative Group.
• Ensure Ministry counterparts take place in MoPH and MoE working groups on disability related activities and ensure ministry personnel are provided briefs and updated information as required linking other ministry work to that of the MoLSAMD
• In consultation with MoLSAMD, draft a capacity development plan for relevant staff in support of disability related activities and ensure necessary training activities are implemented
• Contribute to government processes for budget, annual planning and longer-term strategies in line with the Afghanistan National Disability Action Plan, Millennium Development Goals, Afghanistan National Development Strategy, and other MoLSAMD planning processes.
Monitoring and Reporting
• Develop systems, manage information and data, and build capacity within MoLSAMD to collect and analysis data and develop reports on behalf of the MoLSAMD.
• Develop a single monitoring and reporting system established to provide the reporting requirements for ANDS, ANDAP, Cartagena Action Plan, and one that can be adjusted if required for future CRPD reporting requirements.
• Develop monitoring and reporting policy guidelines and formats established as well as the necessary MoLSAMD/MACCA staffing and mission procedures to provide adequate feedback and information for reporting purposes.
• Identify key indicators based on ANDS and ANDAP for which to collect both quantitative and qualitative data on each component of disability activities such as:
o Livelihood (vocational training, micro credit, employment support and income generation )
o Education (inclusive education, special education, adult literacy )
o Health (emergency, continuing medical care)
o Rehabilitation (orthopedic and physiotherapy services plus assistive devices)
o Advocacy (DPO actions, HR, CRPD)
o Trainings (Management, Capacity building, Awareness)
o Gender and age disaggregation
o Leisure
o Other Areas (Speech Therapy and Audiometric)
• Liaise with relevant stakeholders to ensure their participation in monitoring and reporting activities.
• Assist MoLSAMD in the submission of quarterly and annual reports along with other periodic reports on gaps, services, etc.
• Contribute to donor liaise and proposal development.
• Assist with research activities
• Other related assignments as requested by supervisor
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
a. Education
• Master’s Degree in social work, rehabilitation, public health services, public administration, or relevant field. Bachelor’s Degree with additional 2 years of relevant experience may be considered in lieu.
b. Work Experience
• At least 5 years of proven experience at field, training and Programme management level in disability and social work sectors
• Experience in disability advocacy, policy development and social service provision.
• Experience and knowledge in Programme monitoring and evaluation design and implementation, strong analytical skill.
• Experience in budget development, financial management, and reporting helpful
c. Key Competencies
• Strong communications skills are required.
• Familiarity and experience in design and implementation of advocacy and awareness activities.
• Understanding and knowledge of international disability policies
• Understanding and knowledge of Community Based Rehabilitation implementation
• Proficient computing skills – word processing, spreadsheet design, presentations
• Fluent English, Pashto, and Dari with excellent speaking and writing skills is required.
• Strong analytical skills, efficiency and result-oriented, and excellent management capabilities.
• Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner
• Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity
• Ability to use information technology effectively
