About SME Client Support Afghanistan LLC:
SME Client Support Afghanistan LLC (“SCSA”) is a consulting and service company registered with the Afghanistan Investment Support Agency with its headquarter in Kabul. SCSA is fully owned by ACGF - Afghan Credit Guarantee Foundation (“ACGF”), a foundation with legal incorporation in Cologne, Germany. ACGF is a credit guarantee fund with the mission to improve access to finance for Afghanistan’s small and medium-sized enterprises (“SMEs”) by sharing the credit risk of the Afghan partner financial institutions (“PIs”) and by improving their SME lending capacity with technical assistance (“TA”). ACGF has been founded in 2014 by DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH and by the German Ministry of Economic Cooperation and Development.
Governed by a service contract concluded between ACGF and SCSA, SCSA provides a broad range of ancillary services in the context of ACGF’s credit guarantee and technical assistance operations.
SCSA is a consulting company, not a financial institution, and it does not provide any financial services. SCSA does not have contractual relationships with the Afghan PIs; it acts as service provider to ACGF carrying out a range of various services, e.g. conducting market research on SME finance, conducting training needs assessment, providing ongoing technical assistance to PIs (e.g. training-on-the-job and coaching of SME credit staff), providing support services for the credit guarantee appraisal and guarantee claim appraisal, carrying out monitoring support for the guarantee portfolio and the compliance of the partner financial institutions, collecting various types of information for ACGF (market-, portfolio-, risk-relevant information) etc.
The Senior Credit Analyst contributes to the guarantee and TA operations as defined in the contract between ACGF and SCSA and in compliance with the Guarantee Operations and Credit Risk Manual as well as the TA Manual, specifically in the context of guarantee appraisal and guarantee audits. The Senior Credit Analyst cooperates with the credit staff of the PIs on senior officer and middle management level and contributes to the ongoing TA activities.

Duties & Responsibilities:
The scope of work of the Senior Credit Analyst covers the following specific areas:
1. Guarantee Operations
- Conduct SME guarantee appraisals including field visits, verifications and desk reviews, etc.
- Be a voting member in SCSAs guarantee recommendation committees.
- Carry out guarantee audits and other portfolio management activities.
- Contribute to the prevention and identification of non-compliance, lack of discipline, fraud etc.
- Contribute to the portfolio analysis and the maintenance of the desired portfolio quality as set by ACGF.
2. Technical Assistance
- Contribute to the ongoing TA activities for PI staff including coaching in loan appraisal, portfolio management and delinquency management, participation in credit committees of PIs.
- Contribute to other TA activities such as training, product development, consultancy etc.
- Conduct specific trainings for SCSA Credit Analysts and PIs staff.
Job Location:Afghanistan, Herat
a. Academic background in business management, banking, accounting, economics or a related field
b. Credit experience of at least 2 years
c. Good knowledge of the Afghan financial sector
d. Business mindedness and good insight into issues of SME finance
e. Excellent command of English, Dari and Pashto Languages,
