Summary of key functions:
Ensure effective and efficient programme implementation
Ensure efficient DIAG weapons management
Ensure Launch of peace and reintegration component within the programme
Ensure efficient management of the Regional Offices and respective Department within Operations Cell
Ensure implementation of MOI capacity building component within the programme.
1. Ensure effective and efficient Programme Implementation:
Advise the Programme Director on ANBP’s strategies across 5 pillars;
To play a key role in the establishment of partnership with key government officials and representatives of international communities on a provincial level;
Scanning the opportunities in the country based on partner-specific intelligences and the competitive landscape identification where the ANBP competency strengths overlap with partner/client needs;
To work closely with all sectors including Government Departments, National and International Military Forces as well as UN organizations and Imps in such a way as to effectively plan and coordinate the implementation of ANBP activities;
Provide effective representation and liaison on behalf of ANBP in multiple security-sector related venues, with both civilian and military stakeholders;
Supervise and direct development team in oversight of development projects in districts implemented by national NGOs.
2. Ensure efficient DIAG weapons management:
Ensure that illegal armed groups are identified and disbanded as per set criteria in all Regional Offices;
Ensure that weapons and ammunitions are collected, stored, transported and handed-over to the relevant local authorities in a safe and well coordinated manner across all Regional Offices.
3. Ensure launch of peace and reintegration component within the programme:
Provide strategic inputs to government lead policy papers and concept notes. Develop ANBP/UNDP strategic framework to support government lead Peace and Reintegration process;
Supervise and initiate detailed district analyses in high threat, conflict districts, solicit inputs from Provincial Governors, Chief of Polices, District Manager, tribal elders, shuras and religious scholars, leading to the development of a comprehensive plan to stabilize the district through appropriate weapons management and development initiatives.
4. Ensure efficient management of the Regional Office and
respective Departments within the Operations Cell
Supervise and coordinate outputs of all the seven regional offices, of ANBP, provide necessary directions to these offices for smooth implementation of the project across 5 pillars;
Ensure for the effectiveness of the ANBP Operational Cell (Monitoring and Evaluation, Public Information, Regional Offices and Development Team) to ensure staff is management effectively and programme is delivered in accordance with outlined objectives and defined strategic plan.
5. Ensure implementation of MOI capacity building component
within the Programme
Ensure all activities concerning the transition of DIAG in are well coordinated with all relevant stakeholders;
Lead the implementation of training plan that will meet the capacity building requirements, particularly in management, technical and core administrative skills required for the DIAG unit during the transition phase both at central and regional levels;
Ensure all activities concerning the transition of DIAG are well coordinated with all relevant stakeholders, and delivered in accordance with the government endorsed Action Plan.

Education:
Masters degree in Political Science, Public Administration, Social Services, and International Relations.
Experience:
7 Years of progressively responsible experience in administration and management
Previously military experience is essential
Language requirements:
An excellent command of the English language is essential; knowledge of another UN language and/or basic knowledge of local languages would be an asset.
