Job Summary

The ADSP will support the Ministry of Education for the inclusion of children and youth with disability into education activities of inclusive education and vocational training Programmes. The Senior Disability and Education Advisor will work within the MoE and with the directorates for Inclusive Education and Vocation Training. The Education and Disability Advisor in collaboration with relevant MoE staff will have the overall management, direction and design of ADSP capacity supports to the MoE with the aim of furthering the integration of disability related activities into MoE activities including advocacy and awareness raising activities within teacher training, curriculum development, and staff awareness. The Education and Disability Advisor will work in consultation with relevant MoE departments and report to the ADSP Programme Manager/Senior Disability Advisor. S/he will ensure UNOPS/AGOC reporting and finance management are to rules, regulations and standards. The Education and Disability Advisor will also report to relevant Ministers, the Inter-ministerial Board on Disability and the Disability Stakeholders Consultative Group as required.

Duties & Responsibilities

• Maintain and increase MoE awareness of disability issues and rights in order to promote inclusive attitudes and decrease stigma.
o Rights of people with disabilities
o Government Vision for people with disability
o MoE role within the disability sector
o Convention on the Rights of Persons with Disabilities
o National Disability Legislation
• Oversee and manage implementation of current Inclusive Education (IE) pilot project and joint UN/MoE activities.
o Contribute to technical working groups on IE
o Increase coordination efforts with IE stakeholders encouraging country wide coverage of services and activities.
• Develop and implement a strategy for the inclusion of youth with disabilities into MoE vocational training Programmes.
o Establish if required and contribute to technical working groups on Employment and Training for persons with disability encouraging participation by NGOs and the private sector
• Advocate for the inclusion of disability within education and the implementation of Millennium Development Goals, Afghanistan National Development Strategy, Afghanistan National Disability Action Plan and Mine Ban Treaty obligations
• Assist with fund raising strategies for disability activities through both increased national budget expenditure and donor contributions multilaterally and bilaterally.
• Increase donor and international community understanding of disability issues in Afghanistan aimed at sustained and increased funding for the disability activities through awareness and advocacy activities.
• Provide reports as required by the ADSP.
• Other related assignments as requested by supervisor

Job Requirements

a. Education
• Master’s Degree in education, disability, or relevant degree. Bachelor’s Degree with additional 2 years relevant experience may be considered in lieu.

b. Work Experience
• Minimum of 5 years work experience in education
• Understanding of Inclusive Education required.
• Experience in policy and strategic planning design and development

c. Key Competencies

• Considerable experience working within ministry structures, preferably within MoE.
• Financial management knowledge
• Experience in proposal development and writing, donor reporting and action plan development
• Knowledge of teaching training, curriculum development required.
• Ability to work independently
• Excellent communication skills
• Language skills: Fluent in written and spoken Pashto, Dari and English
• Computer skills (Word, Excel, PowerPoint, etc)
