Job Summary:

The Senior Evaluation Specialist for AMELA will be based in Kabul, Afghanistan full-time during the five-year performance period. He/she will be responsible for evaluation technical support services including performance and impact evaluations, assessments, analyses, surveys, and special studies.

Skills Description:

Duties & Responsibilities:

● Design and execute program evaluation technical support services
● Lead, manage, and mentor evaluation teams
● Assist in the recruitment of qualified local evaluation specialists
● Report to and collaborate with the AMELA Chief of Party regarding evaluation activities
● Work in concert with the AMELA Senior Monitoring Specialist, Senior Learning, Collaborating, and Adapting
Specialist, and Deputy Chief of Party

Job Location:

Qualifications:

● At least 10 years of experience in international development program evaluation
● Prior experience as a Senior Evaluation Specialist, Evaluation Team Leader, or similar role
● Proficiency in data analysis including statistics, sampling methodologies, and statistical analysis software
such as SPSS, STATA, and Epi Info
● Knowledge of and applied experience with USAID policy related to evaluation
● Adept at integrating gender, disadvantaged, and marginalized group dimensions into evaluations
● Previous experience working on donor-funded programs in Afghanistan or other conflict environments
● Completion of evaluations in USAID program areas including agriculture, democracy and governance,
economic growth, education, health, infrastructure, and humanitarian assistance
● Experience leading evaluation training and presentations for diverse groups and individuals
● Graduate degree in international development, social science, economics, statistics, or a related field
● Fluency in English
