The purpose of this position is to manage the financial affairs of country office and Provincial Offices including financial analysis and reporting for management. The Senior Finance Officer is responsible for office financial policies and accounting practices and the preparation of financial reports and taxation obligations and monitors expenditure against budgets; analyze variances between budget and actual expenditure.
Specific Responsibilities of the Position:
•To support finance manager in all the financial issues of Actionaid Afghanistan like analyzing funding limitations for preparation of disposing plan and budget lines
•To prepare budget plan for the project activities of Actionaid Afghanistan, monitor expenditures, review the budget if requires
•To control on the process of sending budget to the Provincial Support Units (PSUs) offices
•To prepare monthly financial report of the Country Office.
•To monitor sending of cash to PSUs offices as well as their financial reports
•To prepare cash request and its related proposal for submission to the Finance Manager
•To help in selection, hiring and orientation of finance staff and train them as and when needed
•To provide on job trainings and assistance to finance staff in performing their tasks
•To support and be responsible for Quick Book upgrading, suggestions to improve system efficiency and process improvement
•To help in making sure that budgets and accounts are set forth in accordance with donor requirements and that adequate budget and its monitoring are in place
•To provide any information timely, as and when required by your line manager, PSUs finance staffs
•Provide support in preparing monthly financial report of the donor funded projects
•To support and monitor that accepted accounting and audit principles and policies are followed, and evaluates the adequacy and effectiveness of internal accounting procedures and operating systems and controls
•Provide support finance coordinators
•To perform any other duties if required
Qualification, Skills, Experience and other requirements
•Bachelor degree in accounting, finance, economics or business management
•At least five years working experience in finance
•Sound documentation and reporting skills, in English and local language
•Demonstrated experience of leading and managing a team
•Excellent knowledge of computer MS Office
•Team Player
•Good communication skills in Dari , Pashto and English
•Understanding and sensitivity to cross cultural issues
•Frequently visits to the field
