About ( Ministry of Agriculture) AAIP Project:
Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA), in collaboration with its development partners, has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply systems. Specifically, the GoA has requested the World Bank for assistance in the implementation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms. The development objective of AAIP project is strengthened institutional capacity for safety and reliability of agricultural inputs and sustainable production of certified wheat seed. The implementation phase of the project is expected to start around mid 2013. Under its Seed Component, the project assists the Agricultural Research Institute of Afghanistan (ARIA) with their mandates of variety selection, maintenance breeding and production of Breeder’s Seed, the Improved Seed Enterprise (ISE) with their mandate to produce Foundation and Registered Seed, and the Afghan National Seed Organization (ANSOR) and its member Private Seed Enterprises (PSEs) with their mandate to produce and market Certified Seed. (NB Seed Certification is supported by another project, funded by the EU) Moreover the project will support the Ministry of Agriculture, Irrigation and Livestock (MAIL) with the overall coordination of the seed sector. Support provided by the project consists of hardware (equipment, constructions, etc.) and software (capacity building, organization, legislation, technical support, etc.). In order to coordinate the activities and provide the support mentioned, the project‘s Management Unit (PMU), apart from administrative and other technical units, contains a seed team consisting of a National Seed Program Coordinator and two National Seed Officers. It also provides short and long term national and international consultants and staff to the implementing partner organizations.
The senior finance officer will work under direct supervision of Senior Finance Specialist. He/she is responsible for maintaining financial, accounting and administrative in order to meet legislative requirements and support of SGR project
Duties & Responsibilities:
Preparation of timesheets, payroll, and other documents as required for the staff and project support.
Keeping all financial records accurate and up to date.
Follow up of SGR finance related documents at World Bank, MAIL and MoF.
Ensure that the statutory requirements of the World Bank and MoF are complied with in regard to accounting and financial management.
Keep track of all the financial transactions.
Preparation of Monthly bank reconciliations.
Prepare timely and accurate monthly, quarterly and annual financial reports as required or requested by World Bank or project director.
Establish and maintain good filing system (Soft and Hard) related to all SGR Project and develop the filling system.
Ensure the maintenance of all physical documentation for finance activities.
To assist in the translation of letters, documents, reports as required related to finance.
Follow up with the MoF for obtaining budgetary allocation, releasing payments and tax compliance.
Assist with facilitation of internal and external audit procedures.
Ensure that financial procedures are adhered to in all finance activities.
Assisting in the ongoing development of the project financial procedures and controls.
He/she will report to the SGR project director.
Any other duties assigned by the project director.
The Senior Financial Officer must have the following basic qualification and working experience:
Bachelor Degree in Finance/ Accounting/ Economics/ Commerce or other related discipline.
Minimum 5 years of work experience with World Bank and MoF is preferred.
Fluency in local languages (Pashto and Dari) as well as English Language.
Able to operate MS office computer programs (Windows, Word, Excel and Email).
Must have full knowledge of program budget and financial management rules and procedures of Afghanistan.
Able to work under pressure and as team member and to work for long hours as and whenever required
Proven work experience as finance officer or similar role.
Experience on World Bank, MoF, public project financing or similar projects preferable.
Knowledge of financial regulation.
Understanding of budget and budget cycle.
Excellent verbal and written communication skills.
Ability to work under pressure and work extra hours when required.
