Sr. Finance Officer is mainly responsible for financial planning and financial management. She shall manage funds in such a manner as to maximize return on investment while minimizing risk, and ensuring that an adequate control structure is in place over the transfer and investment of funds. Further, the Sr. Finance Officer engages in financial analysis in such areas as forecasting, budgeting, engaging in cost reduction analysis, and reviewing operational performance.
Management
Maintain a documented system of accounting policies and procedures;
Ensure financial policies and procedures are up to date;
Oversee the operations of the finance department, including the design of an
Organizational structure adequate for achieving the department's goals and objectives;
Ensure appropriate risk management techniques and financial controls are embedded throughout the company’s financial system at strategic and operational levels;
Manage relationships with the outsourced financial services providers;
Ensure accurate and timely payments;
Provide management, support and development to members within finance department.
Funds Management
Forecast cash flow positions, related borrowing needs, and available funds for investment;
Ensure that sufficient funds are available to meet ongoing operational and capital investment requirements;
Assist in determining the company's proper capital structure;
Budgeting
Manage the preparation of the company's budget(s);
Report to senior management on variances from the established budget and the justifications for those variances;
Assist with financial aspects of projects and business proposals.
Financial Analysis
Engage in ongoing cost reduction analysis in all projects of the company;
Interpret the company's financial results to senior management and recommend improvement activities;
Manage the capital budgeting process, based on constraint analysis and discounted cash flow analysis;
Create additional analysis and reports as requested by senior management;
Cash flow forecasting.
Help with Finance Assistant in
Receive the bills from Logistics section for payment and adjustment of advances.
Coordinate all payroll related issues with HR Manager/Officer.
Maintain petty cash account and prepare cheques.
Keep organized updated record of all payrolls related data.
Prepare financial documents related to staff salaries.
Filing the financial documents.
Calculate the employee’s tax and recorded to the proper accounts in the system.
Pay and clear the Monthly Payroll tax to the Government of Afghanistan.
Prepare monthly accounts statement.
Develop standard filing system for financial documents
Maintains safe and clean working environment by complying with procedures, rules, and regulations
Recording all financial expenditures in a proper and standard System
Maintain daily/weekly/ Monthly financial tracking and reporting system
Assist the finance team in preparing regular financial reports
Preparing standard tracking system for allotments and payments
Any other task assigned by the Line Manager
a. Required Education
Bachelor’s Degree in Business, Accounting or Economics.
The degree must be attested from MoHE of Afghanistan.
b. Required Work Experience
At least 4 years of progressive work experience with donor funded organizations in accounting or financial management.
Bachelor's degree in finance or accounting
4+ years of equivalent experience or progressively responsible experience. Preference will be given to candidates with the Certified Public Accountant or Certified
Management Accountant designations.
Excellent communication and presentation skills are essential, particularly in regard to presenting the results of analysis.
IT literate with an emphasis on financial-related systems, software’s, and applications.
Outstanding knowledge of electronic spreadsheets.
Excellent working knowledge of English, both written and verbal. Fluent in Dari/Pashto.
Previous experience of working in a system review/development for the project or office.
Excellent working knowledge of MS Office applications (Word, Excel, MS Project), email/internet, ability to operate other financial management (Quick Book) software programs.
Extensive experience and knowledge of financial/budget accounting and monitoring. Knowledge of project monitoring and management would be an asset.
Strong attention to detail.
Strong business acumen with ability to apply and transfer knowledge.
Be able to work in a challenging and demanding environment and willingness to travel if outside Kabul to provinces or abroad if required.
