Afghanistan Institute of Banking and Finance, Multi Location
AIBF is seeking an experienced and knowledgeable consultant who can provide advice and guidance on legal, financial and accounting issues for the Afghanistan Institute of Banking and Finance. The Institute is just starting operations and needs to set up financial, auditing and accounting systems to meet international standards. The consultant should also be familiar with Afghanistan Government procedures in regards to taxes and various reporting requirements. In addition, the consultant should be able to provide guidance and some direct support to specialized training at the AIBF if the above areas of expertise. .
The Institute is hiring the consultant in the capacity of Senior Advisor. During the term of this agreement, the Consultant shall:
(a) The consultant will report to the Director of the AIBF and will be responsible for supporting the Director, as indicated in the attached terms of reference.
(b) The consultant will work with the Director and the Finance Manager in establishing and organizing accounting and financial systems to meet international standards. He/she will also advise on tax matters and on the legal status of the AIBF. He//She will also work with the Director on planning with the Bangladesh Institute of Bank Management, BIBM for curriculum and business planning.
(c) Observe the Institute’s policies and standards of conduct, as well as customary standards of business conduct, including any standards prescribed by law or regulation;
(d) Perform his duties hereunder in a manner that preserves and protects the Institute’s business reputation;
The candidate should have experience in the legal framework and practice in Afghanistan, experience in accounting and audit practice according to international standards, experience in auditing in Afghanistan, and experience working with businesses in Afghanistan, including registration of business and tax matters. Experience working with Afghan Ministries of Finance and Commerce will be a positive factor in the evaluation of the candidate.
The Advisor should be a team player, excellent in communication skills, self-motivated, target driven, objective oriented and good in achieving results. He/she should have full working knowledge of English in written and oral form as well as Dari or Pashto and computer software such as, MS Word, Excel, PowerPoint and Project.
Deliverables:
1. The Advisor will provide recommendations on the registration of the Institute, on its appropriate tax regime, and how the Institute should register for taxes.
2. The Advisor should work with the Finance Manager to organize and establish appropriate financial and accounting systems, to meet international standards and be ready for international audits. .
3. The Advisor will work with the faculty of the Institute in his/her areas of expertise to strengthen the training programs offered by the Institute. This will involve some direct delivery of training is the advisor’s specialized areas.
