Job Summary:

Sr. Financial Management Specialist with two SOEs (North Coal Enterprise, Afghan Gas Enterprise) to collect data as required by AEITI from financial statements and inform to be audited by Supreme Audit Office (SAO) for fiscal year FY1395 and FY1396

Skills Description:

• Demonstrated skills in retrieving, gathering and obtaining information from various sources;


• Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;


• Language skills: Fluent oral and written skills in English; and one of the national Language (Pashtu or Dari) is required 


• Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points as well sound knowledge of Financial Software etc.

Duties & Responsibilities:

Senior Financial Management Specialist will have the overall responsibility to ensure that financial statement of NCE and AGE of Ministry of Mines and Petroleum (MoPM) are prepared in form to be audited by the SAO for fiscal year 1395 and 1396. Sr. Financial Management Specialist will be responsible for but not limited to perform the following tasks;


• Serve as the primary point of contact for SAO for the financial audit of three SOEs 

• Support finance focal points of SOEs to prepare relevant financial data for the financial statements of the SOEs.

• Verify the financial information received from SOEs with MoF other relevant data sources

• Prepare the financial statements in auditable form for the SAO for fiscal years 1395 and 1396

• Prepare a system review brief for the auditors including briefs on the accounting, records management and reporting of the SOEs financial management

• Liaise effectively as needed with MoF, SOEs and MoMP for preparation of financial statements

• Make arrangements for timely initiation and completion audit of SOEs 


Logistical Arrangements and Contracting


• The contract will be a time-based payment contract for a specific task and include a period of 4 months. 

• The FM consultant will report directly to Director of SOE,s

• The Consultant is required to spend his or her full time on this assignment. 

• MoMP will arrange transport for any official visit

• The assignment will terminate upon end of contract tenure or upon the issue of the MoMP dissatisfaction with the work of consultant whichever is earlier, the contract may be extended for a further period after end of contract subject to need, funding availability and satisfactory performance

Qualifications:

• A professional accounting qualification (CA/ACCA/CPA) or a Master’s Degree in finance, commerce or accounting from a reputable university. 

• At least five years financial management or audit experience with Master Degree and 7 Years for bachelor degree. Work experience with SOEs is a plus.

• Strong communication skills, analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks in the area;

• Demonstrated skills in retrieving, gathering and obtaining information from various sources;

• Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
