Job Summary

• Undertaking research and analysis of the GoA’s fiscal position;
• Contributing to the development and revision of key fiscal policy documents including the MTFF and MTEF;
• Undertaking monitoring and in-depth analysis of domestic revenue mobilization;
• Writing periodic reports and briefings to high-level Government officials and international counterparts;
• Coordinate and manage work processes of fiscal policy unit.

Duties & Responsibilities

Summary of key functions:


• Undertaking research and analysis of the GoA’s fiscal position;
• Contributing to the development and revision of key fiscal policy documents including the MTFF and MTEF;
• Undertaking monitoring and in-depth analysis of domestic revenue mobilization;
• Writing periodic reports and briefings to high-level Government officials and international counterparts;
• Coordinate and manage work processes of fiscal policy unit.

1. Undertaking research and analysis of the GoA’s fiscal position:

• Assessing the current fiscal situation, including the analysis and explanation of any deviation of fiscal outturn from forecast;
• Assessing and realigning the Public Investment Program and evaluating a consolidated expenditure scheme consisting of current and capital expenditures;
• Assessing the overall fiscal situation and developments in relation to the budget including estimates arising from changes in financial conditions;
• Assess and develop the fiscal sustainability model for Public Administration Reform – PAR (Pay and Grading – P and G, Pension reform etc);
• Assist in developing financial programming template for Afghanistan which is a Utilization tool for macroeconomic analysis;
• Maintenance of central macroeconomic database.

2. Contributing to the development and revision of key fiscal policy documents including the MTFF and MTEF:

• Preparing a consistent and reliable macroeconomic framework, which will feed into the fiscal policy framework including the budget process;
• Assist in updating and strengthening medium-term fiscal framework (MTFF) in consultation with the Budget Department and other Departments/Units in the MoF;
• Assist in structuring the Medium term expenditure framework(MTEF) based on the MTFF;
• Working with and guiding the line ministries to understand the MTFF covering macroeconomic and financial variables and to incorporate the fiscal policy objectives into the budget making process;
• Analyzing the consistency of expenditure estimates across budget sectors, in particular expenditures that are affected by demographic or macroeconomic developments (pensions, unemployment benefits, social transfers, etc.);
• Monitoring revenue projections prepared by the Revenue Department;
• Monitoring monthly/quarterly forecasts of revenues and expenditures for the budget year in close coordination with the Budget Department and Treasury Department;
• Monitoring the fiscal expenditures in the provinces and assessing disparities;

3. Undertaking monitoring and in-depth analysis of domestic revenue mobilization:
• Reviewing revenue estimates for the forthcoming budgetary year in close cooperation with the Revenue and other departments that use micro-data and tax calculators to prepare alternative revenue estimates;
• Assist in strengthening and updating revenue projection model

4. Writing periodic reports and briefings to high-level Government officials and international counterparts:

• Liaising with the international financial institutions and contributing to the briefs and reviews (e.g., International Monetary Fund’s Article IV Consultation);
• Preparing budget briefs (in collaboration with the Budget department) for the Cabinet and the National Assembly/Jirga. This will include a description of the macroeconomic environment and forecast of the government fiscal position as well as public debt, contingent liabilities , and an assessment of fiscal and debt sustainability;
• Preparing reports for and briefing the MoF officials and the Minister of Finance on changes in the macroeconomic environment, fiscal developments and policy options;
• Producing quarterly fiscal bulletin by taking into consideration revenue and expenditure developments, including comparison of outcomes with forecast;
• Preparing special reports for the Minister, the Cabinet, or the National Assembly;
• Produce monthly brief that summarizes main macroeconomic indicators;
• Assist in preparing fiscal strategy paper for the budget consistent with fiscal objectives set out in the MTFF

Job Requirements

Education and Experience:
• Master’s Degree or Bachelor Degree in Economics or any other related field

Experience:
• With Master Degree 5 years of experience and with Bachelor degree 5 to 7 years experience in Public Finance Expenditure Management, experience in research and Policy-Level Analysis, Design, Monitoring and Evaluation of Development Projects respectively.
• Experience in the usage of computers and office software packages (i.e. Eviews), experience in handling of web-based management systems and advanced programmes for statistical analysis of data.
Language Requirements:

• Fluency in English (reading and writing) and proficiency in Dari and Pashto.
