The Senior Highway Engineer will perform a variety of functions relating to project support under the direction of the Task Order Manager. The Senior Highway Engineer should have the following specific qualifications and experience to fulfill his duties satisfactorily. The major duties and responsibilities include but are not limited to:
Major Duties and Responsibilities:
1. Abe to communicate fluently English, and in Dari and Pashto.
2. Quickly familiarize him/her with the O and M Program being implemented in Afghanistan.
3. Conduct road performance monitoring according to instructions and procedures established by the O and M Program.
4. Conduct on-the spot remedial training when observing incorrect practices being used by contractors when executing road maintenance works.
5. Prepare and process routine O and M Monitoring Reports according to O and M Program procedures.
6. Participate in the conduction of Road Feature Condition Inventories.
7. Participate in the preparation and testing of O and M Manuals and in the training on how to use such manuals.
8. Control the quality, procedures and specifications of road maintenance works carried out by contractors and subcontractors.
9. Prepare concise and practical presentations for training and information dissemination purposes.
10. Train RMU/MPW Counterparts on the O and M Monitoring Responsibilities.
11. Carry out other duties assigned by O and M managers.
Essential Qualifications:
• The Senior Highway Engineer should be an experienced road engineer graduated from a recognized university.
• His experience should cover one or more of the basic aspects of road engineering, such as design, construction, site engineering, construction supervision, etc.
• He should be able and willing to travel to the field frequently to monitor the 1,500 km of roads built under the USAID funded REFS Program.
• He should have good communication skills and must be able to read, write, and speak English fluently.
• Computer literate in the entire MS Office suite, and MS Project.
Desirable Qualifications:
• Read, write and speak English.
• Completed English Courses in reading, writing, and speaking and able to communicate in spoken English fluently.
• Computer literate in the entire MS Office suite, and MS Project.
Education:
• BS Degree in Engineering.
Experience:
• At least three to five years experience in Monitoring/Supervision in road construction and/or road maintenance.
• Two years as Quality Control (QC) Engineer.
• Two years as site/material/soils engineer.
Language Requirements:
• Completed English Courses in reading, writing, and speaking and able to communicate in spoken English fluently.
Abilities and Skills:
• Ability to work in a team, ability to work under pressure to meet the deadlines and excellent interpersonal skills are required.
