Job Summary:
The senior Highway Engineer’s be an experienced road engineer grauated from a recognized university. His experience should cover one or more of the basic aspects of road engineering, such as design, construction, site engineering, construction supervision, site engineering, construction supervision, etc., He should be able and willing to travel to the field frequently to monitor the 1,500KM of road built under the USAID funded REFS Program. He should have good communication skills and must be able to read, write, and speak English fluently. The Senior Engineer should have the following specific qualification and experience to fulfill his/her duties satisfactorily:

Specific Duties and Responsibilities:
• Abe to communicate fluently English, and in Dari and Pashto
• Quickly familiarize him/her with the O and M Program being implemented in Afghanistan.
• Conduct road performance monitoring according to instructions and procedures established by the O and M Program
• Conduct on-the spot remedial training when observing incorrect practices being used by contractors when executing road maintenance works.
• Prepare and process routine O and M Monitoring Reports according to O and M Programs and Procedures.
• Participate in the conduction of Road Features Condition Inventories
• Participate in the preparation and testing of O and M Manuals and in the training on how to use such manuals
• Control the quality, procedures and specifications of road maintenance works carried out by contractors and subcontractors
• Prepare concise and practical presentations for training and information dissemination purposes
• Train RMU/MPW Counterparts on the O and M Monitoring Responsibilities
• Carry out other duties assigned by O and M Managers
Job Requirement:
Essential Qualifications:
• Read, Write and speak English
• Completed English Courses in reading, writing, and speaking and able to communicate in spoken English fluently
• Computer literate in the entire MS Office suite, and MS Project
Desirable Qualifications:
• Experienced working on USAID projects.
• Knowledge of Land Desktop Software.
• Excellent computer skills required
• Should be able to analyze engineering data and budget estimates for construction work and management information.
Years of Experience:
• At least three to five years experience in Monitoring/Supervision in road construction and/or road maintenance
• Two years as Quality Control(QC) Engineer
• Two years as Site/Material/Soils Engineer
Education:
• Completion of a B.Sc in civil engineering.
Language Requirements: Good working knowledge (Level 3)
