Afghanistan is one of the world’s least developed countries with an infant mortality rate of 129 per 1000 and maternal mortality of1600 per 100,000 live births. Children under 5 years of age have a mortality rate of 191 per 1000 live births. In order to overcome such challenges, inline with Millennium Development Goals (MDGs) and Afghanistan National Development Strategy (ANDS), the Ministry of Public Health (MoPH) is committed to reach its through expansion of Basic Health Services to the cover 90% of the Afghan population.
Besides impressive achievements recently, still there are many challenges to overcome. One of the areas that need attention is to further strengthening HMIS system. As a new effort of international community, especially the donors, the Global Fund has approved the round 8 proposal on health system strengthening projects of strengthening the Health Management Information system -HMIS at central and provincial level. So we announce this position to fill the post for strengthening the HMIS system.
Scope of work:
To contribute to the strengthening of ministry as to ensure that HMIS activities are based on norms and standard for effectively delivery and implementation of health services with emphasis on priority needs in line with MoPH policy and strategies
Purpose:
To contribute to the improvement and ensuring HMIS activities as one of the most important components of the MoPH for the effective expansion and follow up of programs based of priority needs in line with MoPH strategy and policies.
Develop HMIS standards and guidelines for the MoPH in close collaboration with other Ministries, MoPH departments and partners;
Provide technical assistance and capacity building to various department of the MoPH , NGOs and other stakeholders on the HMIS activities;
Ensure quality of data at all levels by implementing and maintaining DQA (Data Quality Assurance)
Ensure that all data collection efforts related to the functioning of the health system is incorporated into the HMIS database library. This includes regular HMIS and other collection efforts by MoPH and its partners.
Provide an analysis of performance of the health system according to regular reporting information;
Ensure that HMIS is implemented in all programs;
Coordinate HMIS activities with other Ministries and MoPH partners to avoid duplication of efforts, gaps, and inconsistencies in service delivery;
Carry out such tasks as directed by head of HMIS
At least graduated from a recognized medical faculty
Higher degree (Master degree) is preferred
At least 5 years of experience after graduation in HMIS.
Must have Computer skill in MS Word, Excel and Access
Fluent in Dari and Pashto and English
Excellent communication and interpersonal skills.
