Job Summary:
The post holder anticipates required competences, i.e. skills, knowledge and behaviour, and plans to meet needs, expectations and requirements by delivering professional people management advice, support and assistance to managers when it comes to recruitment, learning and development, and, performance appraisal.
S/he is responsible for coordinating and managing staff recruitment. S/he is responsible for advising, assisting and supporting the development and implementation of professional development plans. S/he is responsible for the overall learning and development plan and agenda. S/he is responsible for coordinating the performance appraisal process. S/he is responsible to introduce professional recruitment, learning and development, and, performance appraisal standards and best practices.
S/he is also responsible and accountable for administrative processes and standards such as payroll, filing, job classification, contracting and leave tracking.
Duties & Responsibilities:
Talent Management including employment, development and performance:
coordinate, manage and administer recruitment processes
support, assist and advise manager to develop job descriptions
classify job descriptions and determine salaries
support, assist and advise managers to attract, select and appoint the right staff
check applications, short list, develop tests and questions, and, prepare interviews
develop, coordinate and administer the standard onboarding process and plan
support, assist and advise managers to develop briefings, orientations and inductions
support, assist and advise managers and staff regarding probation period
Professional development and performance appraisal:
support, advise and assist staff to develop and implement professional development plans
study required competences, analyze development needs and address gaps
identify, arrange and deliver learning solutions to address learning gaps
coordinate and administer the performance appraisal process
develop, manage and coordinate staff learning and development plan and agenda
Organizational culture and employee relations and working environment:
facilitate consultation between manager and staff on human resources matters
support, assist and advise managers to deal with misconduct and other forms of grievances
support, assist and advise managers to improve diversity
support, assist and advise staff and managers to improve working environment and relationships
support, assist and advise staff on wellbeing
Compensation and benefits for national staff:
manage and administer payroll and maintain employee records
manage, coordinate and administer staff medical allowance
brief and guide candidates and staff on the contractual terms and conditions, rights and benefits, and, duties and obligations
check the tracking of staff benefits including leaves
disseminate and communicate compensation and benefits
assist, support and advise during the yearly review of the compensation and benefits package
Procedures, management policies and processes:
disseminate and communicate human resources procedures, policies and processes
be accountable for compliance with procedures, policies and processes under responsibility
support, assist and advise staff and managers to comply with procedures, management policies and processes
check staff files against standards and maintain files updated
update procedures, policies and processes under responsibility, continuously
Law, compliance and documentation:
check, monitor and lead compliance with required mandatory trainings
support, assist and advise managers to comply with labor law, and, government regulations and requirements
liaise with managers to check that decisions related to people are documented
check for and lead compliance within processes under responsibility
Human Resources systems and information systems:
entry data into systems and spreadsheets, including online systems
update and maintain accurate and complete information in human resources systems
design, prepare and disseminate reports
update and maintain the standard human resources filling system
brief, guide and train staff to maximize the use of human resources systems including learning platform
Emergencies, disaster, crisis and incidents:
develop and maintain recruitment processes for emergencies, disaster, crisis and incidents
assist and support on emergency deployments including Field Assessment and Coordination Team (FACT), Regional Disaster Response Team (RDRT) and Emergency Response Unit (ERU) members
assist, support and advise in developing the human resources aspect of business continuity plans, security regulations and disaster readiness plans
Relationships, expertise and professional development:
establish and maintain effective professional working relationships with national and international staff in country, regional and global offices, and, with counterparts in Afghan Red Crescent Society, partner national societies, International Committee of the Red Cross and government offices
maintain a high degree of skill and knowledge in human resources and people management, be an expert and a person of reference for recruitment, staff learning and development and performance appraisal
be part of and contribute to develop a network and systems for knowledge sharing including best practices
Job Requirement:
Required University graduate degree in human resources or relevant field.
Preferred University post-graduate degree in human resources or relevant field.
Preferred Certification in human resources management from Human Resources Certification Institute (HRCI) or similar.

3 years’ experience in recruitment
3 years’ experience in staff learning and development
3 years’ experience in managing and coordinating performance appraisal.
2 years’ experience with payroll
