About Ministry of Education (MoE):
The aim of the EQRA Program is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance.
The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to: (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher& TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
Job Summary:
The ICT department is responsible for establishing, implementing and maintaining a reliable and secure ICT infrastructure within MoE central and provincial offices. Moreover, ICT department provide support in the implementation of NESPII and EQRA. In order to do so, there is a strong need of a technically skillful team including Sr. ICT Officer who will provide the support for the existing MOE Data center, Routing and switching WAN and LAN Network, also providing the support for the junior level engineers.
He/she is responsible to provide the support for the provincial ICT related issues also responsible to coordinated with service providers to resolve internet and WAN Link connectivity issues.
Duties & Responsibilities:
The Senior ICT Officer will be mainly focusing on MOE existing Network infrastructure and New Implementation of school LAN infrastructure. Maintain the existing network infrastructure, data center and provinces infrastructure.
1. Duties and Responsibility
Manage all Servers in MoE data center (DC)
Implement and test District and school LAN infrastructure
Maintaining the exiting network infrastructure, data center, and provinces infrastructure
Manage network user accounts, permissions, access rights, and storage allocations in accordance with best practices
Manage Cisco ASA firewall
Monitor all Networking devices using Manager
Configure, create and filter domain policies using Palo Alto Web Filter
Configure and Maintain RHEL6 ISC DHCP and DNS Servers
Configure and maintain CISCO switches, Routers, Firewalls, NAC, IPS and ACS
Configure and maintain VoIP System (CISCO Unity, CUCM, IP/Video Phones, ISR Router)
Maintain network security
Assis in Establishment and implementation of LAN and WAN policies, procedures and standards, ensuring conformance with information systems and objectives
Assists with the planning, design, research and acquisition of new or upgraded hardware and software systems
Technical and operational advice to other members of staff on IT Network Equipment’s and systems
Monitor and Solve any related issues of MoE Directorates in Kabul
Any other Related tasks assigned by Wireless Setup Specialist (Network Manager).
2. Deliverables
LAN /WAN Network infrastructures has been developed/maintained in MoE (center and provinces)
Network Security Policies has been developed to provide save internet for the MoE staff
MoE existing Data Center network and PEDs Network issues has been solved and MoE networks are up 24/7
MoE ICT civil servants Capacity are improved to maintain MoE network.
3. Reporting
Sr. ICT officer will be reporting to the Wireless Setup Specialist (Network Manager).
Job Requirement:
Education/Experience/Skills/Competencies
1) Education
a. Must have a Bachelor degree in Computer Science, information systems or related field
2) Experience
a. Must have 5 years working experience with Cisco and support in any Enterprise network.
b. Working experience of Managing Microsoft 2012 servers in domain environment
c. Having real world experience of CUCM cluster mode implementation and support

1. Recruitment:
1. The recruitment will be done through transparent and competitive processes.
2. Work conditions
1. The Senior ICT Officer work according to Afghanistan MoE’s and donors' rules and regulation.
2. MoE will provide a proper work station at MoE main building.
3. Evaluation
1. The initial three months will be considered a probationary period.
2. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.
3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.
Contract Extension is subject to Fund availability, organization's need and satisfactory performance.
